The Public Company for Coastal Zone Management was forced to re-announce a public call for the lease of five nudist beaches on the Montenegrin coast, for which, although the minimum annual rents are slightly more than a thousand euros, no one was interested in the first tender cycle in March.

The state-owned company confirmed to "Vijesti" that no bids were submitted for the lease of special-purpose nudist beaches in March, and pointed out that there were no tenants for some of them in previous years, despite the publication of public calls.

The rental prices for other beaches were ten times higher, with one-year leases reaching tens of thousands of euros, and interest was much higher. This was not the case with these five beaches, three of which are on the Bar Riviera and one each on the Budva and Tivat Rivieras, for which Morsko dobro re-opened the tender.

"The subject of the public invitation is the lease of a special-purpose - nudist beach, according to the Amendments to the Program of Temporary Facilities in the Coastal Zone for the Period 2024-2028, adopted by the Ministry of Spatial Planning, Urbanism and State Property," states the public invitation, which "Vijesti" had access to.

A public call for tenders has been published for the lease of Sutomore's Ćeskota-Zlatna obala beach. As stated, the special-purpose (nudist) beach, designated 5N2, is 29 meters long and 522 square meters in area. Temporary structures are not allowed on it, and the minimum price for seasonal use is 1.305 euros.

There is also a second beach in the Bar municipality on the tender, also at the location of the Sutomore beach Ćeskota-Zlatna obala, whose code is 5N3. The length of this beach, categorized as nudist, is 55 meters, and the area is 450 square meters. The program does not foresee the installation of temporary facilities at this beach either, and the minimum price for seasonal use, as stated in the tender, is 1.125 euros.

A public call has also been issued for a third beach on the Bar Riviera, Uvala Maslina, whose code is 11N1. The length of the special purpose beach is 44 meters, and the area is 389 square meters. No temporary structures are planned, and the minimum annual rental price is 1.000 euros.

A tender has also been announced for the Žuta greda nudist beach in Jaz, on the Budva Riviera.

The special-purpose swimming area, as stated, has the designation 2G, is 101 meters long, and has an area of ​​1.244 square meters. The program of temporary facilities in the coastal zone 2024-2028 does not envisage the installation of temporary facilities at this swimming area, and the minimum price for seasonal use is 3.110 euros.

The Public Company for Coastal Zone Management has reminded all interested bidders for the Jaz nudist beach that, in accordance with Article 40 of the Nature Protection Act, they are required to obtain a permit from the Agency for Nature and Environmental Protection to carry out activities and operations in the protected area.

The public call also included one nudist beach in the area of ​​the Tivat municipality. As stated, it is the location Kalardovo - Brdišta - Ostrvo Sveti Marko, which is marked 9C. The bathing area is 104 meters long and has an area of ​​228 square meters. The program of temporary facilities in the coastal zone 2024-2028. does not envisage the installation of temporary facilities, and the minimum price for seasonal use is 1.000 euros.

"The lease is carried out by submitting bids. The bathing areas are leased without installed facilities and infrastructure equipment, with the exception of already existing facilities on the ground, which are managed by this Public Company. The locations are accessed via existing paths and access communications, and exceptionally, if the access path is located on a private plot or if there is no access road, the burden of providing passage is on the selected bidder, through obtaining consent from the owner of the private plot or through providing alternative access by land or sea, in accordance with applicable regulations. The contracts are concluded for a period of four years, i.e. from the date of conclusion of the contract until December 31, 2028, provided that the user/lessee has fulfilled the obligations stipulated in the contract and that the contract has not been terminated unilaterally or by agreement," the public invitation states.

Bids are due no later than July 4th, after which a public opening will be organized.

Montenegro was a pioneer in nudism during the tourist boom several decades ago. The offer for this type of tourism, which is very popular, especially among foreign guests, is now limited to just a few beaches.
