The Traffic Administration has announced a tender for the preparation of technical documentation for the reconstruction of the "Vrmac" tunnel, the value of which is 248 thousand euros, including VAT of 52.059. Interested bidders can submit bids until July 27, while the deadline for contract execution is 245 calendar days.

This tunnel is located on the M1 highway, Kotor-Tivat section, and is one of the busiest roads in Montenegro.

"The deadline for contract execution is the deadline for the submission of a positively revised main design and an expropriation design certified in accordance with the law, i.e. complete technical documentation from the technical specification, and begins to run from the date of conclusion of the contract. The deadline for contract execution includes the time foreseen for the revision as well as the time required for the implementation of legal procedures and the actions of the competent authorities, i.e. obtaining the necessary approvals (such as, for example, in the preparation of geotechnical foundations, environmental impact assessments and expropriation designs)," the tender documentation explains.

The bidder is obliged to submit an unconditional and immediately callable bid guarantee in the amount of two percent of the estimated value of the public procurement, as a guarantee of remaining committed to the bid during the bid validity period. The duration of the bid guarantee is determined in accordance with the bid validity, including a period of eight days for possible activation of the guarantee after the bid validity period expires. The bidder may submit a guarantee with a validity period longer than this period.

The tunnel is 1637 meters long, and was built from 1986 to 1992. It was opened to traffic even though all planned works were not completed, which is why the tunnel was renovated in 2007.

"The main project should foresee measures and actions that ensure: increasing the utility value and durability of the tunnel, improving traffic safety, respecting environmental protection requirements to the greatest extent possible under the given conditions of spatial restrictions and limitations arising from permitted construction and traffic interventions."

Design solutions must be in accordance with applicable regulations and standards, and include all elements necessary for the smooth, safe and long-term use of the tunnel, including traffic signals, electrical and mechanical installations, ventilation, drainage, lighting systems, as well as fire protection and evacuation measures.
