Enhanced and coordinated inspection supervision will be carried out in six coastal municipalities from Sunday to August 31, the Coordination Body for the Harmonization and Monitoring of Inspection Supervision announced.
The session, which was held today, was chaired by the Deputy Prime Minister for Infrastructure and Regional Development and President of the Coordination Body, Milun Zogović.
The focus of the session, as stated, was on the analysis of the work of inspections and preparations for increased supervision during the upcoming summer tourist season.
It is added that the monthly reports on the work of inspections for April and May were considered and adopted.
It is stated that in the reporting period, in April and May, inspections monitored by the Coordination Body carried out a total of 10.522 inspections.
"7.751 regular inspections were carried out, 1.274 on-the-spot inspections, while a total of 1.446 control inspections, in which inspectors monitored the actions of supervised entities in accordance with orders to eliminate identified irregularities, were carried out," the statement says.
It is added that 163 requests for initiating misdemeanor proceedings were submitted to the competent misdemeanor court.
"Out of a total of 1.052.240 euros in all fines imposed, the amount of fines imposed under misdemeanor orders for April and May 2025 amounted to 1.006.040 euros, while 46.200 euros were imposed through decisions imposing fines," the statement said.
Special attention, as stated, is being paid to preparations for the summer tourist season.
The President of the Working Group for the Preparation of the Summer Tourist Season, Dalibor Đerić, informed the members of the Coordination Body about the activities undertaken by the Working Group to prepare for increased inspections during the summer tourist season.
"In the period from June 29 to August 31, enhanced and coordinated inspections will be carried out in six coastal municipalities, as key destinations on the Montenegrin coast: Budva, Herceg Novi, Tivat, Kotor, Bar and Ulcinj," the statement said.
It is added that the inspections will be organized in four shifts, and will be carried out by joint teams of several inspections.
"Around 80 inspectors, both domicile and hired from the Labor Inspection, Health and Sanitary Inspection, Tourism Inspection, Market Inspection and Food Safety Administration, will be present in the field every day. The work will also be monitored by five coordinators," the statement added.
Đerić pointed out that increased inspections during the summer tourist season are aimed at ensuring a legal, safe and quality environment for tourists, as well as combating phenomena that negatively affect Montenegrin tourism and the economy.
"The key priorities and tasks of the inspections will be focused on combating undeclared work, all types of gray economy and unfair competition, while special attention will be paid to preserving the health of people and tourists during the summer months," the statement said.
In addition to coastal municipalities, some inspectors will also be active in tourist centers in the north of Montenegro, namely in the municipalities of Kolašin and Žabljak, on Lake Skadar, in rafting centers and all those places where an increased number of tourists is expected during the summer.
"The Labor Inspectorate will conduct increased supervision in order to combat "undeclared work", which is most pronounced during the tourist season, when the number of employers with seasonal work permits increases, as does the number of people hired to perform seasonal work," the statement said.
The priority task of the Labor Inspectorate, as stated, will be to combat the gray economy in the labor market (informal employment and unpaid work among formally employed people).
"Inspection supervision will be carried out especially in the implementation of measures for the exercise of employees' rights to work and based on work, as well as the legality of employment, with special emphasis on the employment of minors," the statement says.
It is stated that inspectors from the Food Safety Administration will inspect all entities in the food business, from large hotels to small retail outlets on the promenades, checking hygiene conditions, methods of storage and the origin of food.
It is added that inspection supervision over the implementation of the Law on Internal Trade and the Law on Consumer Protection is within the jurisdiction of market inspectors.
"Inspectors will control evidence of the procurement of goods in circulation, reporting of retail trade, wholesale trade and trade services, respect for Sundays and non-working days during public holidays, and the display and adherence to the working hours schedule," the statement added.
It is stated that the subject of supervision will also be the display of information about goods, the display of product prices, adherence to displayed prices, the display of prices in sales promotions, the display of prices in advertising, and the display of prices at gas stations and parking lots.
The subject of control by the Health and Sanitary Inspection is, as announced, the inspection of catering facilities, shops, craft shops, water supply, as well as other facilities that are under sanitary supervision.
"There will also be a control of compliance with general and special hygiene requirements, as well as mandatory health inspections of business premises," the statement added.
It is stated that tourism inspectors will monitor compliance with the conditions for the operation of catering facilities, for the provision of accommodation, food and beverage services, control the use of tobacco products, issue invoices, and compliance with requirements regarding cleanliness.
Tourist inspectors will also control the construction and organization of seaside resorts, possession of appropriate permits, organization of rescue services, control of vessels in terms of possession of necessary documentation and fulfillment of conditions for transporting passengers for commercial purposes.
Zogović, it is added, emphasized the importance of the summer tourist season.
According to him, the tourist season is a period of strategic importance for the economy, but also a test of the state's organization.
"Intensified inspections will be aimed at strengthening legality, protecting the rights of workers and consumers, but also at combating practices that threaten fair market competition. The efficiency of inspections is the foundation of trust in institutions," said Zogović.
