The Electric Power Company (EPCG) is planning to build the solar power plant "Kapino polje B2" in the place of the same name in Nikšić, with the construction of 459.000 thousand panels planned on 64,8 square meters between Štedi and Studenci.
This is stated in the documentation that EPCG submitted to the Environmental Protection Agency, in order to decide whether they need an Environmental Impact Assessment Study for this work. The Agency also decided in June that the Study must be done for the local solar power plant "Kapino Polje B1".
EPCG plans to build a total of four power plants of this type at Kapino Polje, namely "B1", "B2", "L1" and "L2", and the total value of the complex will be around 35,1 million euros.
According to the data, the Kapino Polje B2 power plant will have an installed capacity of a maximum of 37,6 megawatts (MW), and is located in the area between the Moštanica River and the Zeta Canal, while it is connected to the Nikšić - Vilusi highway and the local road to Riđane. The project is expected to produce 52,81 gigawatt hours (GWh) of electricity in the first year.
"As part of the implementation of "Kapino Polje B2", the construction of a connecting local road, an internal service road, which serves the power plant as needed and serves as access for fire trucks, and manipulation areas within the scope will be planned. There are no registered immovable cultural assets at the location, there are no visible remains of material and cultural assets that would indicate possible archaeological sites, and there is no existing infrastructure or built facilities. The project in question will significantly change the existing state of visual impact at the given location, and in its wider surroundings," the documentation states.
It is emphasized that the plots are owned by EPCG, that they were purchased as part of the construction of the Slano and Vrtačko lakes, and that they received the urban and technical conditions for the project in March this year. During construction, the standard pollution expected at the construction site is expected.
The construction of the solar complex on Kapino Polje was challenged a few days ago by the Center for the Protection and Study of Birds (CZIP). They claim that EPCG has already started construction of the solar power plant project (“L1”, “L2”, “B1” and B2) even though they have not yet received environmental approval, as they have not submitted the Elaborate, which is a legal requirement for starting any work.
"CZIP believes that the construction of a solar power plant in Kapino Polje should not be implemented, since there are numerous and strong spatial, environmental and legal reasons that indicate that this location is unsuitable for such an intervention. According to the analysis "Mapping of solar and wind potential in the Municipality of Nikšić", Kapino Polje has been designated as a conflict zone for the construction of energy facilities precisely because of the high sensitivity of the area. This assessment is also confirmed by the Local Biodiversity Action Plan of the Municipality of Nikšić 2024 - 2029, which recognizes Kapino Polje as a potential fourth "RAMSAR" area and a future Natura 2000 site", it is emphasized on the CZIP website.
Therefore, they called on EPCG to abandon the project and appealed to the Ministry of Ecology, Sustainable Development and Development of the North, and the Ministry of Spatial Planning, Urbanism and State Property to respond urgently.
