The Ministry of Energy and Mining of Montenegro has published a Public Call for participation in the public debate on the Draft National Energy and Climate Plan (NECP), which will largely define the directions of energy development and climate policy in Montenegro in the years to come.

As announced by the relevant ministry, this document has strategic importance for the energy transition of our country, the obligations from negotiating chapter 27, but also for improving the environment and resilience to climate change.

"The NECP will direct investments, support from EU funds and the work of all relevant sectors - from energy and transport to industry, agriculture and waste management," the statement reads.

The ministry particularly emphasizes the importance of an inclusive approach, so that everyone who has knowledge, experience, and ideas can contribute to improving this document.

"We invite institutions, local governments, the professional and academic community, the economy and the civil sector to join the discussion and submit their comments, proposals and suggestions," the statement said.

The relevant minister, Admir Šahmanović, emphasizes that the openness of the process and public involvement are key to making quality decisions.

"Energy and climate policy is not just a state task - it is a shared responsibility. That is why I call on all stakeholders, especially non-governmental organizations, to seize this opportunity and contribute to the creation of a realistic, ambitious and just plan," said Šahmanović.

According to them, comments, proposals and suggestions can be submitted until August 6, 2025, in writing to the Ministry's address (Rimski trg 46, Podgorica) or electronically to the following e-mail addresses: ljiljana.maksimovic@meir.gov.me, nikola.vujosevic@ee-me.org.

"All comments are submitted via Form 4, which is part of the Regulation on the Conduct of Public Discussion and can be downloaded from the Ministry's website www.gov.me/meir or the e-government portal. Upon completion of the process, the Ministry will publish a Report on the Conducted Public Discussion, which will contain an overview of the comments received and the way in which they were taken into account in the further development of the plan. Montenegro has the opportunity to direct its energy and climate development direction on long-term sustainable bases. Therefore, it is important that this plan is the result of joint work, knowledge and vision of all of us," the Ministry of Energy and Mining concludes in a statement.
