The Committee on Economy, Finance and Budget supported the Bill on the Legalization of Illegally Built Structures from the aspect of the fiscal impact on the budget, proposed by the Ministry of Spatial Planning, Urbanism and State Property.
This working body of the Parliament considered the draft law from the aspect of its impact on the budget.
State Secretary at the Ministry, Marina Izgarević, explained that this legalization law has been an integral part of the legal system since 2017, but that in the past eight years it has not yielded the expected results, primarily due to the failure to adopt planning documentation.
"The legalization process was linked to the adoption of the General Regulation Plan, which was supposed to be adopted by the state. The new law provides for the formation of the Legalization Administration, which will be responsible for the legalization of buildings with an area of over 500 square meters, while the legalization of smaller buildings will continue to be carried out by municipalities. Funds in the amount of 250.000 euros per year have been planned for the work of this administration, for a period of five years. However, given that its formation is expected at the end of October, the funds for this year will not be used," said Izgarević.
The Committee also accepted the initiative for a control hearing of the Minister of Finance, Novica Vuković, and the Minister of Tourism, Simonida Kordić, on the topic "The impact of the realization of the effects of the tourist season on the budget of Montenegro and on the planned economic growth in accordance with the Fiscal Strategy of Montenegro for the period 2024-2027", submitted by MPs Nikola Milović, Nikola Rakočević, Mihailo Anđušić, Boris Mugoša and Miloš Konatar.
The Committee also considered the proposal for the Law on the Establishment of a Credit Guarantee Fund and the new Law on Railways.
