Residents and guests of the "Dukley Gardens" complex on Cape Zavala, including residents and guests of the "Dukley Resort & SPA" hotel and the "Harmonia" facility, are subjected to constant noise from the illegal "Teatro" discotheque on the Budva promenade, and despite a series of initiatives sent to the inspection services, the venue continues to operate without interruption, organizing not only night but also daytime parties - according to a new initiative sent to the competent inspection services of the operator "Dukley Hotel" and submitted to "Vijesti".

“Dukley Restort” includes three top-class hotels, seven restaurants and three beaches within the exclusive “Dukley Gardens” complex on Cape Zavala.

"Over a period of five years, the 'Dukley Gardens' complex, with the active participation of the 'Slovenska plaža' hotel complex and neighboring hotels and residents of apartment buildings, has been trying with all possible initiatives and requests to encourage the competent authorities, especially the competent Municipal Police and the Budva Municipality Inspection, to take over the actions within their jurisdiction and install limiters on sound devices in the 'Teatro' facility in order to limit the volume of music broadcasts," the Dukley Hotel points out.

As they state, during 2022, the Mayor of Budva organized meetings to address the noise problem, which led to the decision to make the Old Town a quiet zone and to implement it in practice.

"On the other hand, this justice has not been served at the 'Slovenska plaža' location with its nightclubs and open illegal facilities, which are located just a few meters from several high-class hotels and an exclusive tourist complex. At the 'Slovenska plaža' location, certain caterers have implemented legal obligations regarding restrictions on music broadcasting, while the open-air café 'Teatro' has been organizing open-air events for years without a permit, with noise levels exceeding 100 decibels (dB), even though the limit is 65dB and is advertised daily. In addition to the night period, hotel guests are also under constant siege by this illegal facility during the day, especially in the afternoon," they say at the "Dukley Hotel".

The hotel operator, they add, contacted the inspection several times during the 2025 summer season, both in writing and orally, and was not informed of any initiative, that is, whether the inspection was carried out and whether the subject of supervision was punished.

"We call on the opposing party, whose facilities are completely illegal and are not even foreseen by the Program of Temporary Facilities in the Coastal Zone, to provide the public with evidence that they have a permit to operate a nightclub and that it meets the minimum technical requirements for such a type of catering facility. We call on all inspection bodies to carry out a coordinated inspection of this facility and impose a protective measure, in accordance with the fulfilled legal regulations and the documentation submitted by the initiator," the "Dukley Hotel" concludes.

"Dukley Hotel" delivered to the President of the Municipality of Budva at the end of June Nikola Jovanovic initiative, requesting that a protective measure be imposed prohibiting the disputed catering facility from carrying out activities for a period of up to six months, warning that due to uncontrolled noise, the tourist complex, as well as the hotels on 'Slovenska plaža', and the residents of the Podkošljun settlement are suffering great damage.

Who has a work permit?

"Vijesti" recently announced that officers of the Directorate for Inspection Supervision - Directorate for Protection and Rescue are currently conducting inspection supervision of discotheques and nightclubs in the Budva municipality, determining whether these catering facilities meet all legal requirements for operation.

Inspectors carry out inspections of nightclubs and outdoor discos, especially regarding whether they have fire safety permits or proper equipment.

As explained by the relevant directorate, inspectors are conducting inspections based on the list of issued Decisions on approval of the performance of catering activities for discos and nightclubs, which was submitted by the Secretariat for Economy of the Municipality of Budva.

"Based on the inspection, it has been determined that two permits have been issued on this basis," the government department stated.

However, the Municipality of Budva, or rather its public relations team, did not respond to "Vijesti" despite the urgency sent on July 10th to whom the Secretariat for Economy issued a permit to operate, or which discotheques have and which do not have a permit to operate, and why.

What is certain is that all the nightclubs, a total of seven in the Budva area, four of which are on the promenade along Slovenska Beach, are "working at full speed".

Day after day, social media and billboards all over the city advertise the performances of regional music stars in these discotheques. Hundreds of people, mostly young, visit these establishments every night and enjoy the performances, as can be seen in videos posted on social media.
