The Maritime Safety and Port Management Administration (MSPA) has the obligation to take care of the construction, reconstruction, maintenance and management of the port or part of the port that is not given for concession, lease or use, but regardless of that, it is ready to use all its potential and competencies, and even beyond that if it is not prevented by legal or material restrictions, to help resolve the rehabilitation of the damaged operational coast, because it inevitably feels part of the maritime community, said the acting director of MSPA, Nebojša Kaljević.
In response to the article titled "Due to the collapse of the coast in the port and the official suspension of the ferry line to Italy and Albania", which was published on the Vijesti portal on August 1, he said that he had never been a member of any political party, and that he went on vacation in accordance with the decision he received from the competent authority.

"In the part of the content that you publish that "according to current regulations, port infrastructure, including the operational quay, is owned by the state, so UPSUL, which conducts procedures for granting port concessions to port operators, and the Ministry of Maritime Affairs, are the addresses that should finance and urgently undertake the repair of damage to the operational quay near the passenger terminal of the Port of Bar. " in order to accurately and properly inform the public, I point out that, intentionally or not, the Law on Ports, and Article 2, which defines port land and infrastructure as state property, has been abused in the part of imposing an obligation on the Maritime and Safety Administration to urgently undertake activities to repair damage and collapse of part of the operational quay near pier 5.
Port of Bar AD, pursuant to the Agreement and the later signed Annexes, is the exclusive user of the port area and infrastructure and, in addition to the obligation to invest in port infrastructure, is obliged to take care of current and investment maintenance, perform inspections and control of the ceded port infrastructure, i.e. the operational quay and therefore the operational quay at Pier 5.

Regardless of the above, the Administration is always ready with all its potential and competencies, and even beyond that if it were not prevented by legal or material limitations, to help resolve the rehabilitation of the damaged operational coast, because we inevitably feel part of the maritime community, and we are currently resolving many inherited problems, especially regarding concession contracts, which are almost all in court disputes due to negligence from an earlier period and represent a brake on the further development of the maritime economy and infrastructure.
