The Ministry of Spatial Planning, Urbanism and State Property has not yet issued the "Budvanska Riviera" Hotel Group with urban planning and technical conditions for plots in the heart of the "Slovenska plaža" Tourist Resort for two full months, since the request was submitted to them.
These are plots, as "Vijesti" was told by the largest hotel company in Montenegro, majority owned by the state, which are located on the very edge of a large park within the tourist resort, where a dilapidated hangar is located.
Urban planning and technical conditions are the first document in the procedure for obtaining a building permit, which defines what is foreseen in the current planning documents at the location in question.
As stated in the request, which "Vijesti" had access to, the cadastral plots in question are 1442/15 and 1442/19, which are still urbanized under the valid Detailed Urban Plan "Budva Center - Amendments" and it is envisaged that a nine-story apartment building can be built on them.
We remind you that last year the Hotel Group "Budvanska rivijera" sent a letter to the Ministry of Spatial Planning and Urbanism, the head of the development of the Spatial Plan of Montenegro, the spatial planner Svetlana Jovanovic, that when creating that key planning document, a modern conference hall is planned right next to the park of the "Slovenska plaža" Tourist Resort, where the dilapidated hangar is located.
Even then, "Vijesti" was told by the company that the Board of Directors' position was that the construction of a conference room was necessary in order to improve the business results of this hotel group.
The dilapidated metal hangar was used by the Adriatic Fair for two whole decades, after it belonged to the "Budvan Riviera".
Budva also does not have an adequate conference hall, except for those owned by individual hotels, and the idea promoted by the Municipality, entering into a partnership with the Adriatic Fair by establishing the company "Expo Budva", to build a congress center on the land bordering the plot of land "Slovenska plaža" failed because skyscrapers of Turkish investors are springing up on that site.
Namely, the Hotel Group has no intention of building a multi-storey building on the aforementioned plots, but only a congress hall, which is why it is seeking the green light from the department it heads. Slaven Radunović to begin the development of technical documentation by issuing UT conditions.
The "Budvanska rivijera" hotel group operates with six hotels located along the Budva Riviera, starting from the "Mogren", "Slovenska plaže", "Aleksandra" hotels in Budva, to the "Castellastva", "Palas" and "Palas lux" hotels in Petrovac.
Unfortunately, the largest complex, the Tourist Resort "Slovenska plaža", does not have an adequate conference hall, and as previously stated by this company, modern tourism development also requires the development of congress tourism.
"According to our plan, the construction of a conference hall would be planned in the immediate vicinity of the TN "Slovenska plaža" park, on cadastral plot 1442/19KO Budva, whose total area is 2.095 square meters. According to the Detailed Urban Plan "Budva - Center for Amendments", the plot is included in a smaller part in urban plot 26.1, whose cadastral plot owners are several legal entities besides us, and in a larger part in urban plot 26.2, where the owner of the cadastral plots is mostly HG "Budvanska rivijera".
Also, according to the DUP "Budva - center of amendments", the plot is intersected by a road, and on the aforementioned urban plots, the construction of a building with a ground floor, a mezzanine and nine floors for tourism purposes is planned. The intention is to provide a conference hall at the aforementioned location", they stated at the time in a letter from the HG "Budvanska rivijera" to the relevant ministry.
