The cement factory "Mondal Industrija", located in Podglavice near Spuž, has submitted a new environmental impact assessment study to the Environmental Protection Agency for the construction of a new grinding and mixing plant, located in the Rijeka Zeta Nature Park. A public hearing on it will be held on Friday, August 15th at 10 am in the Great Hall of the Danilovgrad Municipal Assembly.
The same company submitted two more environmental impact assessment studies to the Agency, relating to new plants in the same zone for the production of powdered materials (machine mortar and adhesives) and a plant for the production of vibropressed concrete elements and the processing of non-hazardous ash waste.
Locals have previously submitted objections to these studies. All of these facilities are located on the site of an old limestone quarry, in the third protection zone of the Rijeka Zeta Nature Park.
The new study concludes that an industrial production complex of the company "Mondal Industrija" is already operating at this location, such as: a crushing plant, plants for the production of powdered materials, for the production of concrete elements, which have approval for the environmental impact assessment study, and that the change related to the installation of a grinding and mixing plant cannot produce more significant environmental impacts than the current ones.
The Study states that the location for this plant is also in a protection zone, but that their construction is permitted with protective measures and that this plant will not cause additional damage.
"The subject location has already been built for the purpose of industrial production for many years and all existing facilities at the location predate the adopted Study for the Protection of the Protected Natural Heritage of the Zeta River Valley. The addition of the industrial production plant for grinding and mixing will not produce additional impacts that could significantly affect this protected area. During the operation of the project, there will be no impact on the landscape characteristics of the zone in which the subject project is located, given that the landscape has already been changed by previous activities in this zone," the study states.
The locals have sent new objections to the Environmental Protection Agency, through lawyers, and are asking the Agency not to approve this draft, which would prevent its construction.
"Given that this is not a low-risk activity (such as the production of herbs), but a serious industrial facility, for which - with the exception of plot 215/7 KO Podglavice - there are no urban planning and technical conditions (UTU), we believe that it is necessary: for the Agency to suspend both procedures until the factual situation is clarified and to request a clear elaboration of the relationship between the two Elaborations in the procedure and, if necessary, to unify or request mutual compliance of the Elaboration and UTU conditions of all plots included in one production; for the municipality of Danilovgrad to be included as an interested party; for a review of the Zeta Nature Park Protection Study to be conducted, with the engagement of a multidisciplinary expert team that would provide an opinion on the acceptability of this type of activity within the protected area. Until the review of the Protection Study is completed, we expect the Agency, in cooperation with the environmental inspection, to determine the actual situation on the ground and for the inspection to issue a ban on the operation of the facility until a final decision is made," the locals' comments stated.
