The Serbian Electric Power Company (EPCG) has cancelled a €72.600 tender for the overhaul of the ship “Komarnica”, after excluding the Belgrade-based company “Legas Shipyard LM” from the procedure due to incomplete documentation. The ship is used for the purposes of the “Piva” hydroelectric power plant in Pluzine.
The company "Legas Shipyard LM" was also the only one to participate in the tender, and they submitted a bid worth 72.388 euros. The company has the right to appeal this decision of EPCG, by the end of the month.
The tender for this job was announced on July 30th and lasted until mid-August.
Belgraders were excluded because it was determined that they did not submit a scanned original of the bid guarantee, a copy of it, and did not submit the document before the deadline for their submission.
"The Commission has determined that, in accordance with Article 108, paragraph 1, items 5 and 7 of the Public Procurement Law, there are grounds for the mandatory exclusion of this bidder from the public procurement procedure. Considering that there were no other bids, the Commission for the Implementation of the Procedure hereby issues the decision to annul the public procurement procedure," the decision of Elektroprivreda states.
The tender planned that the selected company would carry out the ship's overhaul within a month and a half from the date of signing the contract and offer a two-year warranty for the work performed. It was planned that the same company would, among other things, have to pull the ship ashore and install a dry dock for the overhaul, restore the hull and equipment, replace the sheet metal on the middle part of the hull, sandblast the hull, deck and railings, paint the hull and cabin, inspect, clean and polish the rudder and propeller blades, and employ physical security to monitor the ship 24 hours a day.
"After the ship is pulled ashore, an independent specialized institution will inspect the underwater part of the ship, together with the EPCG expert team and a representative of the contractor, and will assess the scope of the work to be performed. When the work is completed, an independent specialized institution will inspect the work performed. The contractor is obliged to eliminate any possible deficiencies that the specialized institution notices. The contractor may hand over the work only if all work is fully completed," the tender documentation plans.
In addition, the contractor also had to procure 35 life jackets, 30 for adults and five for children.
