The “AG-CIP” consortium consists of the Novi Sad “AG-UNS Architectural and Construction Institute” and the Belgrade “CIP Traffic Institute”, while their subcontractors on the job will be “Geoprojekt”, “Geo max group”, “Optimusproject”, “Lavian inženjering” and “Sigurnost”. These companies will have 14 months from the conclusion of the contract to complete the work, while they will have to submit the approved geodetic bases, geology and phases of the route definition project within seven months.

The joint bid of the companies "DB inženjering&MHM-projekt" was ranked second, and the consortium "GI Makedonija - Geot" was excluded from the tender because their statement regarding personnel capacities was incomplete.

This conceptual solution, in addition to the intersection with the Adriatic-Ionian Highway and the expressway, was also designed to comply with legal regulations and make visiting Lake Skadar and protected areas more convenient.

The starting point of the route is at the planned interchange in Tološi, then it crosses the Podgorica - Nikšić road by bridge and passes through the Ćafa hill through a tunnel, bypassing the settlement of Beri, while another interchange is planned in the place of Farmaci. Then it goes through the hinterland of the settlements of Bigor and Brežine to the intersection with the Adriatic-Ionian highway, above Dobrska Župa and passes along the slopes above Rijeka Crnojevića, where an interchange is also planned. It then bypasses the settlements of Ceklin and Ljubotinj, Trnovo and Komarno, crosses the Orahovsko polje by bridge and ends at the interchange in Virpazar.

According to the tender documentation, the planning basis for this project is the Spatial Plan of Montenegro (PPCG) until 2020, a detailed highway plan, a special purpose spatial plan (SPSP) for the coastal area, and the Skadar Lake SPSP.

It is also emphasized that the contractor will have to assess whether connection to the existing highway water supply network is possible, and if not, connection to the local network will be considered. If that is not possible, a suitable nearby water source will be sought.

The planned section from Tološ to Virpazar includes the construction of several significant facilities, including the Farmaci, Rijeka Crnojevića and Virpazar interchanges, as well as several tunnels and bridges that will enable optimal integration of the route into the demanding terrain.

Monteput announced a tender at the end of August, in which the companies that participated in the tender procedure for the selection of the designer and contractor of the second section of the Bar Boljare highway, from Mateševo ​​to Andrijevica, and that have passed the final stage, a total of five, are required to submit technical and financial documentation. These are Cengiz-Azvirt, for China Communications Construction Company, Powerchina-Stecol, Shandong Foreign Economic & Technical Cooperation Shandong Luqiao Group and Ballast Nedam Rec Onur.

"After evaluating the initial bids received, Monteput announced a tender on August 28 for the selection of a company that will be engaged to design and execute the works of the second section of the Bar Boljare, Mateševo ​​Andrijevica highway. In accordance with the procedures of the European Bank for Reconstruction and Development (EBRD), and the set criteria and conditions of the tender, after a detailed review of the documentation submitted by ten companies and consortiums, five of them were invited to the second phase of the tender procedure. The opening of the technical part is planned for October 2, 2025, when the evaluation of the received bids will begin," said a representative from Monteput.
