According to an analysis of the real estate of several state-owned companies, "Railway Infrastructure" (ŽICG) has the most apartments - 50, while "Budvanska rivijera" owns 19 in that city and Petrovac.
Most of the apartments are in the process of being bought, sold or leased by employees of these companies.
"Budva Riviera" also rents the most apartments, and ahead of this year's summer season, they signed 18 contracts to provide at least 340 beds for seasonal accommodation. The most expensive individual rent for real estate, among the companies observed, is paid by the National Parks - 2.000 euros per month for a building and land in Podgorica.
On the other hand, "ToMontenegro", "Monteput", "Ulcinjska rivijera", "Pošta Crne Gore", "Regionalni vodovod", "Luka Kotor"... do not own or rent apartments.
This was shown by an analysis by "Vijesti" based on data on apartments owned or rented by 16 state-owned companies, obtained through the "Ask Institutions" application of the Network for the Affirmation of the Non-Governmental Sector (MANS).
COURT DECISIONS ARE ALSO WAITING
The Central Bank of Montenegro (CBCG) owns three apartments - one of 71 square meters in a building at the Old Airport, a studio apartment in the attic of 18 square meters, and a one-bedroom apartment in Zabjelo of 44 square meters.
“Montenegrin Electricity Distribution System” (CEDIS) has nine apartments in Podgorica, all of which were allocated to workers through a 2003 advertisement, and their purchase is still ongoing. The apartments range in size from 30 square meters in the basement to 60 square meters on the upper floors. They do not have apartments that they rent.
“Montenegrin Electricity Transmission System” (CGES) owns one two-bedroom apartment measuring 57 square meters in Podgorica. This energy company does not rent apartments either.
"Luka Kotor" does not own any apartments or those it rents out, and neither does "Marina Bar".
"Monteput" does not own apartments, nor does it lease them.
"Montenegro Post" does not have apartments, but it does not rent them, nor does "Regional Water Supply" and "Serbia and Montenegro Air Traffic Control" (SMATSA).
A similar response came from the airline "ToMontenegro", namely that they do not lease or have apartments, while "Ulcinjska Riviera" is in the same situation.
The Montecargo railway company does not own any apartments, but from July 2023 to July this year they rented an apartment of almost 60 square meters in Podgorica and paid a rent of 400 euros per month for it.
The state-owned “Montefarm” owns two apartments in Podgorica, both measuring around 30 square meters, with a 17 square meter garage space. The documentation they submitted states that the apartments are under dispute due to lawsuits against the decision of the commission made in the process of resolving the housing needs of workers, which is why the change in the cadastre has not been implemented. “Montefarm” stated that the apartments will not be their property after the completion of the court proceedings, while they currently do not have apartments that they rent.
"National Parks of Montenegro" (NPCG) does not have its own apartments, but currently pays rent for a building and land in Podgorica, and according to a contract valid until March next year - it costs them 2.000 euros per month. They are also tenants of the business premises from which the NP "Prokletije" operates in Plav, with an area of 73 and 40 square meters, which cost them 550 euros per month, from January to June this year.
AWARDED ALSO TO THE MOST ENDANGERED
The "Budvanska rivijera" hotel group, under whose wing the hotels "Mogren", "Slovenska plaža", "Aleksandar", "Palas" and "Castellastva" operate, has concluded around 18 contracts for real estate with two to 15 rooms this year, meaning they have leased at least 340 beds to accommodate seasonal workers.
"Budvanska rivijera" owns a total of 19 apartments, of which eight are in Budva, with areas ranging from 35 to 76 square meters...
"This concerns apartments in two buildings in the Rozino neighborhood in Budva, which were allocated to employees in 2002, after an advertisement was published for the allocation of the right to purchase an apartment under preferential conditions. The preferential conditions, in addition to a favorable price, also included payment for the apartment in monthly installments with a payment period of 30 years. Out of 164 employees, the largest number of apartment users registered with the Real Estate Administration as the owner of the apartment they received, while for eight of the aforementioned housing units, the users did not register, so "Budvanska rivijera" is still considered the owner of these properties," they state.
In addition to these, they own eight more apartments in Budva, ranging in size from 17 to 33 square meters, which were leased to former employees, or were purchased by employees in the meantime. This hotel group also has three studios in Bečići, measuring around 20 square meters, while they explained that they had nine of them, but at the proposal of the Trade Union in 2007, they were leased to the most socially vulnerable employees. The studios were thus rented, while a later decision of the Board of Directors decided to give the employees the option of purchasing them - which was done for six of the nine apartments. For some, as they say, purchase and sale contracts were certified, but the buyer could not register them in the real estate register due to encumbrances, while for two the contracts were not concluded.
"Budvanska rivijera" in Petrovac has real estate in three buildings, ranging in size from 8 to 250 square meters...
"These facilities were built more than 50 years ago, and served as a hotel laundry and storage space until the day of the adaptation to bring the purpose for housing employees. A part of this space, until the adaptation, was used as emergency accommodation for employees of the 'Palas' and 'Castellastva' hotels. The employees, who were given emergency accommodation for use, applied for the purchase of the same on favorable terms. In accordance with the decision of the board of directors and the previous assessment, a price per square meter was determined for users of emergency accommodation. The conditions given in the decision were that the purchase could be made by concluding a purchase contract and paying the purchase price," stated "Budvanska rivijera".
They pointed out that the residential spaces are still being used by employees, but that they have not yet been registered. They also added that one of the spaces has not been precisely demarcated and that work is being done to eliminate certain irregularities at the Real Estate Administration, as their legalization is also underway.
ŽICG charges rent of 40 cents per square meter.
Of the 50 apartments of "Željeznička infrastruktura", 17 are in lamellas in Podgorica, one was leased based on the allocated plots in Njive near Rujela, two were through court settlements, one was regularly distributed in Bar and Nikšić, while five apartments were renamed for regular distribution by decisions of the company's Board of Directors from 2015 and 2020. They also have 23 apartments for official purposes.
They told "Vijesti" that the apartments are state-owned, but that they have the right to dispose of them, and that 15 apartments in one block of flats in Podgorica were allocated to participants in a 2003 advertisement under the Regulation on Resolving the Housing Needs of Railway Employees, which resulted in them being rented at a price of 40 cents per square meter.
"Regarding the amount of rent for an apartment allocated at the Njive near Rujela location, it was determined by a decision of the Board of Directors and amounts to 0,4 euros per square meter. Apartments in Bar and Nikšić are used on the basis of lease agreements in accordance with the Decisions on the Use of Apartments. Apartments for official purposes are used by persons to whom they were allocated in accordance with the Rulebook on Solving the Housing Needs of Employees. Official apartments are allocated to employees whose jobs are directly related to railway transport operations, which by their nature require the presence of the executor even after working hours. The decision on the allocation of an official apartment is made by the Board of Directors upon the proposal of the Executive Director," ŽICG stated.
