As they stated, there is a suspicion that in connection with the implementation of the sale, "actions were taken that indicate a violation of the principles of legality, transparency and equal treatment of participants."

"Namely, 'Admiral Holding' submitted a formally and materially correct offer in the amount of 1.955.000,00 euros, which is 199,093,40 euros more than the offer of the second bidder 'Roaming Montenegro' from Nikšić, which offered 1.755.906,60 euros. The only criterion for selecting the most favorable offer, as defined in the advertisement, was the highest price offered. Despite this, the decision was made to sell the property to the bidder with a lower price, based on a subsequently constructed excuse about the alleged formal irregularity of 'Admiral Holding's' offer, which was not previously disputed by the Commission that considered the offers," writes lawyer Vukčević in the petition.

He states that this conduct raises serious concerns regarding possible corruptive influence, "especially considering that the Commission's Minutes explicitly confirm the correctness of all submitted bids, and that 'Barska plovidba', without justifiable reason, without explanation and contrary to the Commission's conclusion, chose an economically less favorable bidder."

The committee was then informed that the procedure for transferring ownership rights had already been initiated with the Real Estate Administration, although a court case had been initiated in the meantime, and a criminal complaint had also been filed, which Admiral Holding submitted to the Special State Prosecutor's Office.

"Therefore, in accordance with the powers arising from the Rules of Procedure of the Parliament and applicable laws, we call on you to initiate and carry out control actions ex officio, and to supervise the actions of the competent state bodies and the company in majority state ownership.
