Head of government Milojko Spajic should immediately form an independent commission and investigate how a ministry could, without the permission of the Government and without the necessary legal obligations, participation and consent of the Ministry of Agriculture, Forestry and Water Management, award a concession and sign a contract with the company "Imperial".
This is stated in the request of the representative of the citizens of the Bijelo Polje villages of Poda, Lozne and Srđevac. Irma Hasanagic regarding the statement of the State Secretary of the Ministry of Agriculture, Forestry and Water Management Andrije Delić that the ministry did not participate in the process of obtaining a concession for the company "Imperijal" to open a quarry in the town of Poda near Bijelo Polje, which was supposed to precede the conclusion of a concession contract for detailed geological research and exploitation.

As Hasanagić states, after the State Secretary's statement, everything is now clear, how everything was done illegally by state institutions, and therefore she expects the Government to react and terminate the concession, and at the same time for the SDT to get involved and investigate whether abuses and criminal acts of accepting and giving bribes were committed to the detriment, as she states, of citizens and the places where they live.
The request was also joined by the NGO "Euromost", which deals with environmental protection, stating that "it is now clear how much damage has been caused to the north of Montenegro and the environment due to abuses in ministries and state institutions, and that all concession contracts in the area of the Municipality of Bijelo Polje must now be examined.
"How were they issued, especially those in which the Secretariat for Rural and Sustainable Development of the Municipality of Bijelo Polje participated in issuing environmental impact consents, because they illegally took over the responsibilities of the Environmental Protection Agency," Euromost stated.
They call the Supreme State Prosecutor Milorad Marković, who last week formed a special team to combat eco-crime, that this case will be the first one that this team will work on, after the State Secretary's statement, "because it is now easy to prove all abuses by state and local institutions, and at the same time to examine all cases of obtaining concession contracts for quarries in the Municipality.
Hasanagić called on citizens to come to Podgorica in front of the Administrative Court on October 7, when the first hearing in the case is scheduled.
