The Deposit Protection Fund has announced a new vacancy for a director after the Board of Directors canceled the first vacancy announced in mid-August because none of the registered candidates received the required number of votes.
Mandate of the current Fund Director Vojin Vlahović expired on October 3rd and, as previously announced by the Board of Directors, he will continue to perform his function in accordance with Article 12 of the Statute until the appointment of a director. In addition to Vlahović, the following also applied for the first vacancy: Andrija Radunovic, Asmir Pepić, Veselin Ivanovic i Mladen Bojanic.
A person who is a citizen of Montenegro, who possesses general working capacity, has a VII1 level of educational qualification and at least five years of work experience in the financial sector may be appointed as the Director of the Fund. Also, a person who is employed in a credit institution (bank), a member of the management body and/or permanent bodies of the management body of a credit institution or a consultant of a credit institution may not be appointed as the Director of the Fund.
One of the candidates, Mladen Bojanić, sent a letter to the Agency for the Prevention of Corruption (ASK) on October 24, requesting an investigation into Vlahović's appointment to the position in 2021. Bojanić claims that, based on the documentation he received, Vlahović was illegally appointed in 2021 and is asking ASK to investigate whether these illegalities threaten the public interest, or indicate the existence of corruption. He provided "Vijesti" with a letter he sent to ASK yesterday.

In addition to Vlahović, Andrija Radunović, Asmir Pepić, Veselin Ivanović and Mladen Bojanić also applied for the first vacancy.
"The current director and candidate for the new mandate of the director of the FZD, Vojin Vlahović, was illegally elected as the director of the Fund at the meeting of the Board of Directors held in October 2021. The requirement from Article 28 of the Deposit Protection Law, which clearly defines that a candidate "with at least five years of work experience in the financial sector" can be elected as the director of the Fund, was not met," Bojanić pointed out in a letter to ASK.
Bojanić specifically emphasized in the letter that experience in public social security funds or general public institutions cannot be considered experience in the financial sector because these are not financial institutions in the sense of law and regulation.
"I would like to emphasize that, in accordance with Article 21 of the Deposit Protection Law, the then members of the Management Board were appointed by the then President of Montenegro. Milo Đukanović", and the Board of Directors, with clear illegality, appointed Vojin Vlahović as the director of the FZD, who on several occasions served as an advisor and head of the cabinet of the Prime Minister during the period when Milo Đukanović held that position," Bojanić emphasized.
He also stated that performing this important function for a period of four years had and continues to have great material benefits for Director Vlahović, all as a result of the illegal appointment in September 2021.
"The situation has remained unchanged to this day due to the extension of the mandate due to the cancellation of the August 2025 vacancy and the failure to appoint a new director, so I consider it necessary to carry out the verification process of these allegations as soon as possible," said Bojanić, who also sent the same letter to the Labor Inspectorate with a request to verify Vlahović's appointments in 2021.
