The municipality of Herceg Novi has once again cancelled a €1.936.000 tender for the construction of a water supply pipeline to the foothill villages of Trebesin and Kameno, after all bidders were excluded from the procedure for submitting incomplete documentation. This means that the coastal municipality will have to look for a contractor for this job for the third time.
There is a possibility to appeal the decision to cancel the tender for another ten days.
The village of Kameno in the hinterland of Herceg Novi currently has no water supply from the city system, and Trebesin is in a similar situation, where a small number of houses are connected to the network. They rely on water from local springs, wells and cisterns, while the project planned to build about a kilometer and a half of the water supply network and a 1.000 cubic meter reservoir in the first phase, and in the second phase to provide water for the towns of Mokrine, Kruševice and Vrbanj.
The tender was announced in mid-September and received a total of three bids, from the Podgorica-based company "Indel inženjering" and their subcontractors "Helada-lux", "Temko", "Geomont consulting", a joint bid from the companies "Mantis", "CEMA" and "Geobiro", as well as a bid from the company "S Power" from Podgorica.
“Indel Engineering” was excluded because it was determined that the bid was filled out incorrectly, that is, that the engineer's licenses were not in compliance with the Law on Construction of Structures from August this year, and that the company did not have the necessary personnel for this job. It was also determined that the bid was not made according to the tender, in the case of the joint bid of the companies “Mantis”, “CEMA” and “Geobiro”, and they were excluded because they copied the technical specifications of the tender, without specifying which manufacturers and goods they were offering. In addition, they marked part of the documentation as secret, namely work books and employment contracts, and did not specify the roles of the experts...
Podgorica's "S Power" was excluded from the tender because they did not submit the original bid guarantee.
The work on this complex project is planned to last half a year, during which water would be led to the “Trebesin” reservoir via a pressure pipeline from the station’s pumping plant, located next to the existing “Sušćepan” reservoir. Two pumping units will be installed at that location, while on the route that goes uphill, there will be several interruption chambers for pressure interruptions.
The first tender for the pipeline to these locations was announced in April last year, lasting until the end of May 2024, but was also cancelled then because the bidders were excluded from the procedure. The joint bid of the companies “Mantis”, “CEMA” and “Geobiro” was also excluded then due to an incorrectly drawn up statement, while “Indel Inženjering” was once again excluded because they did not submit a bid guarantee. The estimated value of the first tender was 1.694.000 euros.
