The Ministry of Tourism does not have 18 thousand euros to pay the Montenegrin Electricity Distribution System (CEDIS) the costs of connecting the newly built cable car at Štedim - Hajla, which is why it is requesting that the Ministry of Public Works bear the cost, it was stated in the Information on the need to conclude a Contract on the construction of the infrastructure for connection and connection for the six-seater retractable cable car at the "Hajla and Štedim" location, which was adopted by the Government on Thursday.
The construction of the ski resort itself cost nine million euros, but other works are estimated at another 11 million euros. Now it is necessary to pay for the costs of connecting to the electricity grid in order for the ski resort to be operational.
Along with the Information published by the Government, there is also an Agreement on the Construction of Connection Infrastructure and Connection between the Ministry of Tourism as the beneficiary and CEDIS as the contractor.
The contract stipulates CEDIS' obligations to build or adapt equipment related to transformer stations and power lines, as well as to calculate the connection fee, and that the user, the Ministry of Tourism, is obliged to pay this connection fee before connecting the facility to the electricity distribution system. According to the calculation from the contract, the total connection fee for the cable car amounts to 17.990,81 euros including value added tax, and the payment deadline is 15 days from the conclusion of the contract.
"As the Ministry of Tourism does not have funds allocated in its program budget for the purpose of paying for the connection of the six-seater cable car facility to the electricity distribution system, we propose that the payment of the connection fee in question be made by the Ministry of Public Works, given that the construction of the complete development project of the 'Hajla-Štedim' Ski Center is financed through the capital budget, sub-program "Improvement of the Tourist Offer", "stated in the information adopted by the Government.
The explanation states that six development projects from the sub-program "Improvement of the tourist offer" are being implemented through the capital budget, including the "Hajla-Štedim" Ski Center in the Municipality of Rožaje.
"The construction of this ski center is being implemented as a multi-year project and includes works on the construction of road infrastructure, a base station facility (construction of a service facility with accompanying facilities), a primary power grid, a cable car, hydrotechnical and telecommunications infrastructure, ski slopes and the procurement of necessary machinery and equipment. The investor of the aforementioned development project is the Ministry of Tourism, and the implementation is being carried out by the Ministry of Public Works, as the customer of all works. The contract with the processor of technical documentation and the contractor for the construction of a six-seater retractable cable car on the "design and build" principle, worth 8.999.375 euros, was signed on 01.07.2019 with the contractor "Strucon" from Sarajevo, while the cable car equipment is a product of the company "Bartholet" from Switzerland," the information states in the explanation.
It was also stated that the contractor was introduced to the work in September 2020, and that the completion of the works was coordinated with the completion of the electricity infrastructure.
The Ministry of Tourism sent CEDIS a request to conclude a contract for the construction of the connection infrastructure and the connection for the six-seater cable car at the "Hajla-Štedim" location on September 12 of this year. As they state, CEDIS then sent them a draft contract for signing, which, among other things, specified the amount of the fee as a condition for connection.
