The company "Jugopeterol" was the only one to submit a bid for the Hydrocarbons Administration's tender for the storage of state oil reserves, for which bids could be submitted from October 15 to November 4.

"By the deadline for submitting bids, set by the public invitation for the storage of part of the mandatory reserves of petroleum products, one bid was received, from the bidder "Jugopetrol". After the decision on the selection of the most favorable bidder is made, the contract on the storage of part of the mandatory reserves of petroleum products of the Hydrocarbons Administration in Montenegro will be concluded within 10 days from the date of delivery of the Decision on the selection of the most favorable bid to the first-ranked bidder," the Administration officially told "Vijesti".

Storage includes the lease of a warehouse for the purposes of storing and maintaining the petroleum product “eurodiesel MEST EN 590”, in a quantity of 15.000 m³ to 20.000 m³ on a “full for empty” basis. The bidder should offer storage capacity for the total quantity requested. Storage within the framework of this Public Call also includes operational management of mandatory reserves, i.e. maintaining the quality and quantity of goods submitted for storage, as well as insuring the goods against common risks during the entire period of the contractual relationship. The storage contract is concluded for a period of three years, for the quantity of petroleum product “eurodiesel MEST EN 590” that will be delivered to the warehouse upon completion of the public procurement procedure for “eurodiesel” (it is expected to be in the range of 15.000 m3 to 20.000 m3).

The criterion for selecting the bid is the lowest offered price for the storage of a part of the mandatory reserves of petroleum products of the Administration.

In December last year, the Parliament adopted the Law on Security of Supply of Petroleum Products, which is essential for the closure of Chapter 15 (energy) and requires the formation of oil reserves.

Private oil companies "Jugopetrol", "Ina Crna Gora" and "Petrol Crna Gora", which by law are required to form reserves together with the state for this year, have purchased their quantities. The administration is required to purchase 60 percent, and private companies 40 percent, of the total prescribed obligation that Montenegro has.

The terminal in Bar, which is owned by the state-owned company Montenegrobonus and which is supposed to store state reserves, has not yet been adapted.
