Three contractors have officially submitted bids for the Transport Administration's tender for the construction of the western bypass in Podgorica, ranging from 16,82 million to 20,3 million euros, "Vijesti" has learned. This three-kilometer-long section is planned from the Komanski Bridge to the roundabout at the "Grand" furniture showroom in Donja Gorica.
The third tender for this job lasted from early October to early November, its estimated value was 20,32 million euros, while the selected contractor was planned to carry out the work in a year and a half and guarantee it for at least two years.
Podgorica's "Bemax" with subcontractor "Bauriss" offered 16.828.367 euros, while a joint offer with subcontractors worth 17.149.492 euros also came from the companies "Euromont stil", "Geopromet", "Grid consultants", "BB solar", "Vigoris ecotech", "Telemont" and "Toškovići".
The Kotor-based company "Briv Construction" offered a price of 20.301.108 euros, while their subcontractors are "Geo max group", "Ramel" and "Viamont".
This road is being built with the aim of relocating transit and trucks traveling along Vojislavljevića Street to Zabjela, in order to prevent congestion on this road route.
The previous two tenders were canceled due to incorrect bids from companies, their complaints, but also because it was determined that the Administration did not give some bidders access to part of the documentation, which ultimately means that the process of selecting a contractor - through three tenders - has been going on for more than a year.
The companies “Bemax” and “Briv construction” marked the first tender that lasted from the end of September to the end of October last year. These companies were the only bidders at the time, and at the end of November the Administration determined that their bids were incorrect, which is why it requested the cancellation of the tender. Both companies then filed complaints, and the epilogue came only in February of this year, when the Commission for the Protection of Rights in Public Procurement Procedures ordered the cancellation of the tender.
The second tender lasted from March to the end of April this year and three bids were received, namely the companies “Euromont stil”, “Bemax” and “Briv Construction”. The administration determined that the bids of these companies were not correct and requested the annulment of the procedure, which was disputed by “Briv” in its appeal. The commission determined that the Kotor-based company had not properly completed the declaration, so the tender was annulled at the end of September.
