The Commission for the Protection of Rights in Public Procurement Procedures rejected this complaint as unfounded at the end of November, after determining that an engineer's license, which is in accordance with the Law on Spatial Planning and Construction of Facilities, must be submitted, and not an authorization from the Real Estate Administration.

"The appeal of the consortium "Strabag AG - Bemax" dated October 22, 2025, filed against the decision of the Transport Authority dated October 13 to annul the public procurement procedure, is rejected as unfounded," the Commission's decision states.

The reconstruction of Vojislavljevića Street is being carried out by the company "Crnagoraput", while the works, which began in mid-May this year, are planned to be completed in a year and a half. Supervision of this project is being carried out by "Construction Supervision and Laboratory Testing", and the construction is jointly financed by the Traffic Administration with 7,5 million euros and the Capital with around 4,4 million euros excluding VAT.

The goal of this project is a permanent solution to the traffic bottleneck on one of the busiest sections in Podgorica.
