The government secretly signed a contract with the companies "Adriatic Properties" and "Aman", which allows the construction of a condo hotel in Milocer Park, said the president of the Civic Movement URA Dritan Abazović.

"What was not possible during the time of DPS, is possible during the time of PES, Democrats and the Democratic Front," Abazović said in an author's podcast, as reported by URA.

He announced the contract to open Sveti Stefan with the hotel's tenants, Adriatic Properties and Aman Resort, claiming that it was signed "secretly this week", which he called the hypocrisy of the current government, which "as the opposition saw corruption in this deal".

"If someone got money, apartments or other in return, then we painted for free," he said.

Abazović said that the government, several state-owned companies and "Adriatic Properties" signed a contract, and that the fact that it was not officially announced "indicates certain intrigues."

"Since Sveti Stefan is opening after five years, shouldn't it have been a ceremony, to say in front of cameras and journalists what the conditions are, what will happen in the coming period? No, the directors of state-owned companies went, one by one, to the Government and the Municipality of Budva, and signed."

Abazović said that "we are all rooting for Sveti Stefan to open, because "no one can believe" that Montenegro's greatest pearl and its postcard to the world has been under lock and key for five years.

But what was signed, he explained, involves the construction of apartments in Miločerski Park.

"What Milo Đukanović and Brano Gvozdenović did, and then Duško Marković and Minister Pavle Radulović tried to build in Miločerski Park, caused the Budva Municipality to rebel, the Paštrovićs to rebel, and there was a huge uproar in the state parliament, and the 'monster' that was built in Miločerski Park remained in the grey phase. Everything that the DPS failed to do was signed by representatives of the Government headed by Milojko Spajić, director of the Coastal Zone, president of the Budva Municipality, president of the Budva Riviera Board and the Sveti Stefan Hotel," said Abazović.

URA has provided the media with, as they claim, details from that contract.

In point 13 of the contract, as he stated, the contracting parties state that "Adriatic" will implement the continuation of construction on the site of the former Kraljičina plaza hotel, namely the project to build the Janu Kraljičina plaza hotel, in accordance with the decision on the demolition of the old hotel and the issued technical and urban planning conditions for the construction of the new facility. Abazović points out that these conditions were issued by the Đukanović government.

"The current government or parts of it fought against it then, and we can see now how sincerely, starting with the then mayor, MPs, both Nova, SNP, and Democrats. And now in the contract, in point 13, it says that the Janu hotel will operate according to a mixed model, with 63 hotel rooms and 63 apartments, read: apartments for sale, to be built. During the DPS period, they did not manage to agree on construction in Miločerski Park, during the Democrats–DF–PES period, they did," he added.

The leader of the GP URA said that contracts were being signed "against the majority of Montenegro" in private. He recalled, as the party announced, "scenes when fences were torn down", when "mayors of Budva like Bata Carević" came out to protest, then-official and now-Mayor of the Municipality Nikola Jovanović, President of the GP URA Board in Budva Blaža Radđenović, and that then-Minister of Urban Planning Pavle Radulović "did not want to sign such a contract."

"Now some new people, 'experts', have come and said: no problem, let the apartments be built in Miločerski Park. Let them come out and say whether they signed this and whether the construction and destruction of the most beautiful part of Montenegro will continue. 'Kudos' to Spajić for doing this in secret, 'kudos' to Radunović, Andrija Mandić, Aleksa Bečić. The most controversial thing is to be hypocritical and be vocal in the opposition five or ten years ago, accusing DPS of corruption, accusing Milo Đukanović of wanting his apartments, and DPS failing to do that," he said.

Abazović said that the truth always finds its way and that those who signed the contract "will one day be ashamed."

He also said that other aspects of it may be decided by the Constitutional Court, especially the part concerning free movement in public areas.

"The contract was signed as a condition of settlement in the arbitration proceedings that the state of Montenegro is conducting before a court in London against the tenants of the Sveti Stefan and Miločer hotels, the companies Adriatic Properties and Aman," the statement reads.
