The Traffic Administration has announced a new tender worth 24.900 euros for the development of a conceptual design for the reconstruction of the Virpazar - Golubovci bypass highway, after the previous two were canceled because no bids were received.
The Virpazar - Golubovci route is 16 kilometers long, starting at the intersection for the “Sozina” tunnel and ending at the roundabout at the “Roštiljijada” restaurant. This tender will last until mid-December, during which the selected designer will have half a year to prepare a conceptual design.
The first tender lasted from October 30th to November 17th, while the second lasted from November 17th to 25th.
The aim of developing this technical documentation is to increase capacity compared to the existing highway and the current detailed urban plans and location studies, in accordance with the Spatial Plan of Montenegro until 2040. According to the tender, this section is one of the most important, connecting the coast, central and northern parts of Montenegro, but it is also among the most congested, so it becomes a traffic bottleneck during the summer.
According to the project terms of reference, congestion occurs due to the low level of service and several unregulated intersections, while the highway is also limited in terrain because it runs parallel to the Belgrade - Bar railway and through the "Skadar Lake" National Park.
"On some sections, an additional problem is that the route passes through settlements, with residential buildings located directly next to the existing main road. In the conceptual design phase, the designer is required to process three alternative solutions, all three of which must represent an increase in capacity through an increase in the number of traffic lanes. When developing the project, the designer is required to take special care of the National Park, urbanized and populated areas with permitted levels of traffic noise, special landscape complexes that need to be protected from visual pollution, protection of water and springs with a protection zone, other protection zones...", the documentation states.
It is added that the designer will have to take into account standards in European Union countries and recommendations of trans-European standards for the design of north-south motorways (TEM), with one of the variants having to include crossing the railway or routing all traffic lanes to one of its sides.
"In the conceptual design phase, the designer is required to process three alternative solutions for the route of the road with the associated facilities I and facilities II on the route. All three alternative solutions must represent an increase in the capacity of the existing road by increasing the number of traffic lanes. The designer is required to prepare documentation for deciding on the need for an environmental impact assessment and a Study in accordance with the Law on Environmental Impact Assessment. In general, the designer is required to prepare all documentation and prepare it for submission for approval and consent of the competent state institutions," the documentation states.
The main design for this route was done by the company "Civil engineer" during 2020.
