The company "Blue Investments", which until ten days ago was called "Qatari Diar Hotel & Property Investment Montenegro", has submitted documentation to the Environmental Protection Agency according to which it plans to build a large luxury five-star hotel complex in Pržno Bay near Tivat, where the Plavi Horizonti hotel was previously located.

The documentation is up for public discussion tomorrow, and it refers to the request for a decision on the need to prepare an Environmental Impact Assessment Study for the construction of the tourist complex "Pržno I". After the public discussion, the Agency should decide whether the investor needs a special study on the assessment of the environmental impact of the construction of this complex and what measures should be applied. This is one of the approvals for obtaining a building permit.

For the past 14 years, construction has been hindered by a property dispute over a private plot. "Vijesti" has been confirmed that an agreement has been reached for these private owners to receive another location in Tivat owned by the state with the same purpose and construction coefficient. This has enabled the continuation of the procedure for the construction of the hotel complex.

Owner of an offshore company from Cyprus

The investor of the new name has retained the old owner - an offshore company from Cyprus "Q. Hotel and Marina LTD", whose director is Tariq Khalid AA Al-AbdullaHe has 58 more companies in the Cypriot registry.

Previously, the Montenegrin public was informed that the company "Qatari Diar" stands for the Qatari Sovereign Investment Fund.

Started in 2010, then stopped

The Qataris bought a large land complex of around 270.000 square meters in Pržna Bay in January 2010 for 25 million euros from Tivat's HTP "Primorje", and the transaction also included the attractive property of the Tivat company in Bonići, on the site of the old brick factory "Račica". The buildings of the former "Plavi Horizonti" complex were demolished in 2011. At that time, it was announced that the luxury complex worth 270 million euros would be completed in 2014. In 2013, the investor signed a contract with the Coastal Zone on the lease and use of the water area and coast in Pržna Bay for 30 years for a fee of 50.000 euros per year.

Since 2011, only the access road has been developed, and the terrain leveled for future construction of facilities. There have been several announcements regarding the continuation of the project, but nothing has happened. The Information on the Implementation of Priority Projects in the Field of Tourism from 2022, based on investor data, states that 79,6 million euros have been invested in this project since its inception.

14 years ago, state and local authorities fulfilled all the investor's requirements and adjusted the planning documents to what was requested. At that time, a luxurious five-star hotel with 168 accommodation units, villas and annexes with 78 accommodation units, a spa center, swimming pools, restaurants, a tennis club with courts, a beach bar, a coastal promenade... were planned.

This is still in the documentation submitted to the Environmental Protection Agency. The hotel complex consists of five urban plots, and the rest belongs to the coastal promenade, roads and greenery around them.

The hotel has 246 rooms.

"On the UP1 plot intended for a hotel complex, the construction of a hotel and basic hotel facilities with 168 accommodation units and 78 accommodation units in annexes is planned, as well as the construction of permanent auxiliary facilities: an entrance gate, a beach restaurant, a multi-purpose facility, a beach bar, a tennis club and a games room, and the retention of the existing beach bar. On the aforementioned plot, within the greenery that serves the function of the hotel complex, the construction of sports and tennis courts is planned. They include underground infrastructure facilities," the document states.

The hotel buildings will have a maximum of four floors, with the central "bell tower" having seven.

Other plots relate to infrastructure with a liquefied petroleum gas tank and a waste collection system, a public parking lot with over 300 parking spaces, the location of a substation that must be expanded, and roads behind protective greenery.

The documentation states that the water supply and sewage network system was designed according to instructions received from the Tivat Waterworks. The sewage wastewater will be connected to the Kotor - Tivat Regional Wastewater Treatment Plant (RPPOV) via a reservoir and two pumping stations.

The closest facilities to the beach will be 30 meters away. The existing greenery in the complex will be protected and enriched.

Five stars, 80 square meters of greenery per guest

"Given the level of service, additional facilities in the range of a 5-star hotel are planned (e.g. wellness and spa center, sports fields, recreation grounds, mini golf, swimming pools, entertainment facilities, etc.). 80 square meters of green, or free space, are provided per tourist-guest... The concept of 'Blue Horizons' is based on the principles of an exclusive resort, referring to the natural environment of Montenegro, historical heritage and elements of coastal towns. The types of trees that surround the entire 'Blue Horizons' zone are integrated into the design, while other elements are drawn from historical heritage with modern touches," the documentation states.

Car access will be available to the complex and the main garage entrance, while only supply and maintenance vehicles will be allowed inside. Small electric 'buggy' vehicles are provided for guests inside the complex.

Inside the complex there will also be a large lawn which, with accompanying facilities, will be used to organize various events, weddings, celebrations...

Transplant or protect olive trees

Special protection measures are foreseen for the olive trees in the complex, which are both protected and have been the subject of previous discussions during the earlier design of the complex.

"At construction sites, any olive tree that cannot be integrated into the new design solution must be transplanted. The olive tree (Olea europea ssp. Oleaster, Olea europea ssp. Sativa) has a great ability to regenerate. A long-lived species, protected by law, and above all by environmental ethics, rarely tolerates transplanting. Transplanting must be carried out under the supervision of a transplanting expert, and according to a special technology of transplanting with sod into special containers with an appropriate substrate," the document states.

Villa settlement as an authentic village, it is not clear whether they are for sale

The project envisages 23 residential villas that will be built as a “village.” It is not stated whether these villas will function as part of the hotel accommodation or will be intended for sale.

It was pointed out that they "meet the needs of exclusive accommodation for the future tourist complex - a mixed-use resort that will be managed by a branded operator."

“The Village is a combination of residential villas designed according to the historical heritage of coastal towns with a contemporary interpretation. The street running through the middle of the Village forms a key artery through the entire area, with spaces for small market stalls and boutiques. The spaces are arranged in such a way as to create an authentic coastal town experience. A series of fountains connect the main pedestrian paths from the hotel through the village to the beach, providing an adventurous experience to the beach,” the documentation states.

The villas will have a ground floor or a ground floor and one floor.

The project envisages that the villas will have private pools, and that the complex will have two large public pools - one on the plateau in front of the hotel with a smaller hydromassage pool and the other by the beach of 508 square meters with a hydromassage pool and a 57 square meter children's pool.
