Even a week after the Belgrade arrest, it is still not known who proposed it and why. Predrag Dragojlović for a member, and later the president, of the Board of Directors of the Institute in Igalo. Formally, the proposer was the Investment and Development Fund (IDF), or the Development Bank, but how the proposal and appointment actually came about, since Dragojlović had never worked in these institutions, remains shrouded in mystery.
An anonymous source for "Vijesti" from Razvojna Banka said that Dragojlović was appointed to the Board of Directors of the Institute at the proposal of the Democrats and the mayor of Herceg Novi. Stevan Katić. This party allegedly got this position in the party's redistribution of spoils, he explains. The Democrats deny this, claiming that all their representatives in the institutions are "well-known figures to the public", and Katić, who some claim is friends with Dragojlović, had not responded to questions about the nature of his ties to the president of the Institute's Board of Directors by the time this issue was published.
The Institute emphasizes that they had no business ties with Dragojlović's company and emphasizes that changes in the Board of Directors will occur regardless of current events because the Igalo Institute AD should certainly, in the coming period, like other Montenegrin companies, harmonize its organizational model, general documents and management bodies with the new Law on Business Companies, the application of which begins on January 1, 2026.
That Dragojlović was a businessman with good connections and that he did not just fall from the sky into the Board of Directors of the Institute is also shown by the fact that, although there were previously interested Serbian businessman Miroslav Miskovic and the Consulate of the Republic of Serbia in Herceg Novi, it was he who signed a 30-year lease agreement with the Metropolitanate of Montenegro and the Littoral, namely the Savina Monastery, for the endowment building of Nikola Music Podjanin (1760–1835) in the Old Town, on Belavista.
According to this idea, the foundation will become a hotel, of course if the unjustified accusations of the Serbian police, which stated that a seven-member organized crime group illegally appropriated over three million euros, are proven. It is suspected that the organizer B. Č. organized the other suspects to create a false debt in the business documentation of PD “Bleecker” doo, owned by Predrag Dragojlović, in the period from December 2023 to November 2025, in order to “artificially create conditions for opening bankruptcy for that business enterprise”. According to the Serbian investigative authorities, the goal was also to retain management of the “Garni B” hotel in Belgrade, which is otherwise owned by the “Bleecker” company. In this way, it is suspected that they illegally acquired material gain in the amount of no less than 264.859.559 dinars and 545.487 euros. It is also suspected that they transferred this money to the accounts of PD “Lumia” doo, whose director is Kristina Dragojlovic.
In Razvojna banka, in addition to waiting for an official notification, they state that "prof. dr. Predrag Dragojlović, in accordance with the provisions of the Law on Companies and the then applicable Law on the Investment and Development Fund of Montenegro, has been proposed as a representative of the Investment and Development Fund of Montenegro AD (a shareholder in the company Institut "Dr Simo Milošević" AD Igalo) as a member of the Board of Directors of the company Institut "Dr Simo Milošević" AD Igalo". Accordingly, at the session of the Regular Assembly of Shareholders of the company Institut "Dr Simo Milošević" AD Igalo, which was held on 20. 8. 2021. in Igalo, Mr. Predrag Dragojlović was elected as a member of the Board of Directors of the company Institut "Dr Simo Milošević" AD Igalo, from which date he has been a member of the Board of Directors of the aforementioned Company.
The response, however, does not cite Dragojlović's references and does not explain why the Development Bank proposed someone outside this institution as its representative, and not, say, an individual from the bank itself.
"This person (Predrag Dragojlović – ed. author) has never been a member or official of the Democrats," they say in this party.
According to their information, "this person has held the current public office continuously during the last three governments, as a doctor of science expert, at the proposal in accordance with the Law of the then IRF in communication with the local government of Herceg Novi," the Democrats explain, concluding that Dragojlović was not appointed at their proposal.
The management of the Igalo Institute AD says that, apart from media headlines in recent days, they have not been "officially informed about the arrest of Mr. Dragojlović in Serbia due to his business activities in that country."
"Given that despite the new situation, the governing bodies of the Igalo Institute are in office in accordance with the Law, with the permanently expressed good intentions of all participants in the process, I am certain that the circumstances related to Mr. Dragojlović will not affect the positive business trends in the current year and the dynamics of the implementation of the recovery process of the Igalo Institute, which is defined by the Restructuring Plan adopted by the Government of Montenegro and the minority shareholder," the Institute points out.
The Development Bank of Montenegro AD, as well as the Investment and Development Fund of Montenegro AD, as the legal predecessor of the RBCG, are not in any business relationship with Mr. Predrag Dragojlović or with companies in which Mr. Dragojlović is in the ownership structure, the Development Bank explains and adds that Dragojlović is not engaged in the Development Bank of Montenegro AD, nor was he engaged in the Investment and Development Fund of Montenegro AD, as the legal predecessor of the Development Bank of Montenegro AD.
Stan, “BMW” i “Four wins”
Predrag Dragojlović, as a Montenegrin citizen, submitted a report to ASK on March 31st of this year.
The Development Bank of Montenegro (Investment and Development Fund) is listed as the authority that elects/appoints/appoints Dr Simo Milošević AD Igalo to the position of President of the Board of Directors of the Institute for Physical Medicine, Rehabilitation and Rheumatology.
Dragojlović reported a 67 m2 apartment, a 2023 BMW car, and an 8,7 m boat, the Four Wins.
Dragojlović, as the president of the Board of Directors of the Institute, received a monthly fee in the amount of 727,44 euros.
Eight-day company
Predrag Dragojlović is the 100% owner of the company Bleecker, which was founded in March 2021, headquartered in Herceg Novi and registered for hotel accommodation. The first year in which revenue was generated was 2023, when a net profit of 12.740 euros was generated from a total revenue of 39.000 euros, and last year the revenue was 123.000 and the net profit was 84.715 euros.
Dragojlović has been the sole owner and executive director since the beginning.
In the company's data in the Montenegrin Central Registry, the contact phone number listed is from Serbia +381 60 6468.... The phone number listed as a contact for the company from Herceg Novi, in the Serbian registry, is a contact for the company "Ecen.s", which is headquartered in Vračar and whose owners are Georgios Vergiamidis and Predrag Dragojlović.
Dragojlović also had a company in Montenegro, TELENORTH SEE, headquartered in Podgorica, which, according to the registry, was founded on October 5, 2006, and deleted eight days later on October 13, 2006. It was registered to provide telecommunications services.
