Yesterday, the government made a decision to establish the Institute for Unified Disability Expertise, which should prevent abuses in the upcoming period with the issuance of false disability certificates and large expenses for the state budget on this basis.
The Institute is being established based on the Law on Unified Disability Expertise, which was adopted by the Parliament in October, and will begin operating on July 1. It will replace the previous commissions.
In the past three years, "Vijesti" has published several articles about the very large increase in the number of people receiving disability determinations, that in some municipalities such as Berane and Rožaje there are more people with disabilities than in Podgorica, which is ten times larger, that in the last seven years the item for employment subsidies for people with disabilities has increased from 2,7 to almost 40 million euros, that amounts of over five thousand euros are reported as salaries subsidized by the state, that benefits for people with disabilities at employment offices exceed 20 million euros annually, and benefits for travel expenses exceed ten million euros...
The Fund for Professional Rehabilitation and Employment of Persons with Disabilities, which is part of the Employment Agency, already spent the amount for subsidies for the entire year in August this year.
DON'T MISS IT
The law does not provide for an automatic review of decisions issued so far, but rather that persons who have received such decisions in accordance with the Law on Professional Rehabilitation are required to submit a request for a unified expert assessment within three years from the start of the procedures (July 1, 2026). Those who fail to submit a request will lose that status.
The Institute's management will be elected within the next 30 days, the acting director within ten days, the full-time director within six months at the latest, and all bylaws within 120 days.
