The Tax Administration (TA) will establish support channels for citizens and businesses in early January on the occasion of the introduction of the Integrated Revenue Management System (IRMS), announced the acting director of that institution, Sava Laketić.

Speaking on the morning program Boje jutra on Vijesti Television, he said that IRMS represents a fully digitalized system for registration, reporting and tax collection with the aim of more efficient, transparent and stable collection of public revenues.

Laketić said that production testing of the system will begin in the first working days of January, while full stabilization is expected by January 12, when the first complete working week begins, reports PR Center.

He explained that the new system integrates multiple modules that previously functioned separately, from electronic registration to collection measures, also in electronic form.

"The most important thing for citizens is electronic communication via the mailbox integrated into the portal. All communication between citizens, businesses and the Public Administration will be carried out electronically, and all responses will be electronically signed," said Laketić.

He added that through IRMS it will be possible to electronically register companies and entrepreneurs, register and deregister workers, as well as submit all tax requests, without coming to the counter.

Laketić reminded that until now, registering a company involved at least two visits to the police station, submitting documentation and receiving a decision.

"Now the founder logs into the portal via an electronic certificate, submits documentation and receives the solution electronically in his mailbox. Any shortcomings are resolved exclusively through electronic communication," explained Laketić.

He said that the system is protected on multiple levels, using modern technical solutions.

"I would like to remind you that during previous cyber attacks, no PU data was compromised. The same protection principles will be applied in the new system," said Laketić.

According to him, the new system will enable incomparably faster processing of requests.

"Ten thousand applications were processed in ten minutes on the test base. The technology is far more advanced than existing systems," Laketić said.

He added that the Tax Administration will have unified data on taxpayers, the so-called "360-degree overview", which will facilitate monitoring of obligations, detecting irregularities and sanctioning violators, as well as faster processing of requests from regular taxpayers, such as VAT refunds and issuing certificates.

Laketić announced that in the first days of January, support channels for citizens and businesses will be established, including video tutorials, written instructions, open lines for communication and help desks in larger offices of the Public Prosecutor's Office throughout Montenegro.

He said that the budget for next year includes the Smart Tax project, which is being implemented in cooperation with the World Bank, with planned borrowing of up to 20 million euros.

"Among the planned projects are the second phase of fiscalization, i.e. the introduction of e-invoices, connection with European systems for the exchange of VAT and registration data, as well as the development of an application for tax risk management based on artificial intelligence," Laketić announced.

He said that this year's tax collection was better than the previous year, by around 35 to 40 million euros, and that the total tax debt currently amounts to 725 million euros, of which around 300 million relates to interest.

Speaking about combating the shadow economy, Laketić said that from January to November, around 4,2 thousand controls were carried out, 1,24 thousand misdemeanor orders were issued, and the total value of the fines imposed amounted to around 3,8 million euros.
