The Government sent 13 new amendments to the 2026 budget proposal to the Parliament yesterday, which transfers five million euros from the budget reserve for new obligations of the Ministries of Interior, Finance, Spatial Planning, Tourism and for the needs of the newly established Fiscal Council and Parliament, while new multi-year capital projects worth a total of around 350 million euros were added to the Ministry of Public Works.
The Ministry of Interior will receive one million euros more to provide money for the gross salaries of graduates of the Police Academy from Danilovgrad who will be employed by the Police Directorate next year.
Another 1,65 million euros are being transferred from the budget reserve to the Ministry of Spatial Planning, Urbanism and State Property. The item of this Ministry from the Implementation and Improvement in the Field of Planning and Construction Program for “consulting services, projects and studies” is being increased from 1,28 million to 2,08 million due to the need to develop state and local planning documents. The same Ministry’s item in the Architecture Development Program for “consulting services, projects and studies” is also being increased from 320.377,05 euros to 720.377,05 euros for the purposes of announcing public architectural competitions. The item for software development and maintenance is also being increased from 142.785 to 292.785 euros. 300 thousand euros have also been added to them for the implementation of the contract on technical and business cooperation with the state-owned company “Zaštita prostora Crne Gore” for the purpose of removing illegally built structures.
The amendments add 154.231,85 euros from the budget reserve to the Ministry of Tourism, as the item "consulting services, projects and studies" increases from 45.768,15 euros to 200.000 euros. It is stated that they need this money to create a new tourism development strategy.
The Ministry of Tourism is also being allocated 250 thousand euros from the budget reserve to hold a large forum of European and Asian countries.
The amendments allow the Ministry of Defense to use an additional five million euros from the budget reserve in the next year "in case of need".
The item at the Ministry of Interior for the aircraft and helicopter unit is also changing, where the items for the procurement of spare parts and maintenance of aircraft and helicopters are changing from "obligations not defined" to 148 thousand euros and 439 thousand euros.
The amendments change several items at the Ministry of Public Works, as new multi-year projects are being inserted. The reconstruction of the former "Pobjeda" building on Bulevar Revolucije for the needs of Monstat has been added, with a possible item of five million euros over the next three years. Eurostat has been stating in its reports for ten years that the current premises of Monstat, which it shares with the Commercial Court, do not meet the standards for the secure storage of statistical data, which may be a condition for closing the statistics chapter with the European Commission next year.
A multi-year project "Administrative and State Data Center in Podgorica" worth a total of 300 million euros was also added, and next year the development and revision of technical documentation and professional supervision services would be financed, while most of the remaining money is expected from loans and donations and based on intergovernmental agreements. It was stated that its construction and establishment will last in the period 2026-2030.
The same Ministry's item for the preparation of project documentation for capital investments has been increased by two million euros, and the item for the preparation of project and technical documentation and the execution of works for tourism infrastructure has been increased by five million euros. Five million have also been added to them for the multi-year program of construction, reconstruction and adaptation of sports facilities, as well as 13,4 million for the construction of the main road with other infrastructure in the Breza settlement near Kolašin, which would be built in the next two years.
This Ministry was also given the project of developing the main design and construction of the "new 1" road within the scope of the Ostrog - Glava Zete DUP, whose estimated value is three million euros.
An additional 1.084.005,63 euros are being transferred to the Assembly from the current reserve for the purposes of "implementing program activities".
Within the budget for the Ministry of Agriculture and the Ministry of Defense, minor changes are foreseen in the reallocation of individual items, but without changes in the total.
The Institute's swimming pool entered the budget
MPs from the ruling coalition, Zdenka Popović (Democrats) and Vasilje Čarapić (Europe Now), submitted to the Parliament a budget amendment that adds the reconstruction of the swimming pool at the Simo Milošević Institute in Igalo to the list of multi-year projects.
It was stated that the total project would be worth 26,5 million euros, and the following year would finance the preparation and revision of technical documentation and expert supervision services.
They pointed out that this project has been announced for years, that it is necessary to support the athletes and the Institute, and that the Municipality of Herceg Novi is willing to participate in the project with 50 percent of the necessary money.
