The Municipal Company Water Supply and Sewerage Kolašin is planning a comprehensive program for the development and modernization of the water supply and sewage system, aimed at improving the quality of services, reducing losses, and ensuring a stable and hygienically sound water supply for all consumers in the long term, while simultaneously protecting the environment.
The program includes several key projects, some of which are already in an advanced stage of implementation or preparation.
One of the most important projects, which is being implemented in the long term in cooperation with the Municipality, the European Investment Bank (EIB) and PROCON, is the construction of a sewage network and a modern wastewater treatment plant (WWTP) with a capacity of 4.000 PE (population equivalent). The final phase of the procedural part is currently underway, in which the selection of a contractor is expected, which would create the conditions for the start of implementation in the first half of 2026.
The project plans to build almost 15 kilometers of sewerage network, which will enable the connection of a large number of users from the city center to the system.
In addition, the project has provided 1,5 million euros for improving water supply, with the majority of it being used for already developed projects.
In Water Supply and Sewerage, as stated in the Program signed by the Executive Director Milos Pekovc, the introduction of a SCADA system and telemetry is also planned. The implementation of this project, the complete technical documentation of which was prepared during 2024, will ensure constant monitoring of the state of the water supply system, facilities, equipment and technical and technological parameters (flows, pressures, water levels in reservoirs), as well as the possibility of remote control. The expected benefits include regular water supply, reduced operating and maintenance costs, optimal planning of water production and consumption, reduced losses and increased system reliability.
The development of a GIS (Geographic Information System) is also in the plans of the Kolašin company. It is a computer system capable of integrating, storing, editing, analyzing and displaying geographic information. The application of GIS, explains the Water Supply and Sewerage Department, will enable comprehensive collection and management of spatial information about the water supply system, including facilities, consumers, water supply zones, consumption, pressures, flows and failures.
Solving the problem of excessive water consumption An analysis of the functioning of the system has determined that water consumption is many times higher than expected in suburban and rural settlements, especially in Babljak, Brijenko, Rogobori, Bakovići and Smailagića Polje. The problem is caused by the lack of water meters for most consumers and a large number of illegal connections. Solving this problem involves the construction of a new water supply network and the installation of water meters for all consumers, which will reduce water losses and free up resources for new users. The technical documentation for this project was completed in 2024.
In addition to these long-term projects, the Water Supply and Sewerage Department is also announcing projects for 2026, and the priorities are the continuation of work on the system development project, the installation of water meters with remote reading, the protection of the Dulovine reservoir... The plan is also to introduce a consumption control program by zones, prepare a project of the completed state and a cadastre of hydrotechnical installations, more active participation in projects of European donors, and the procurement of necessary machinery and equipment.
