The Podgorica Construction and Development Agency has announced a €1.099.998 tender for the reconstruction of 400 meters of Slobode Street, from Bulevar Svetog Petra Cetinjski to Hercegovačka Street. This project will only reconstruct the roadway of the key city road, as no reconstruction of the sidewalks is planned.
The tender was announced on the last day of last year, and will last until the beginning of February.
Although a contractor is being sought for this section, the center of Podgorica is still waiting for the completion of the reconstruction of the first part of Slobode Street, from Hercegovačka Street to Bulevar Ivana Crnojevića - which was previously announced for the end of December. Works on this project have not been completed within the planned deadline, although the city administration previously announced that the road would be completed by the end of last year, and then during this month.
These works, worth 788.477 euros, began at the end of August last year and were supposed to last three and a half months, and the contractors are the companies “Geotin MNE” and “Asfalt-beton gradnja”. They won the job in a tender in February last year, while their subcontractors are “Xenergy”, “Marting Project” and “Sunny&Shiny”.
The contractor in the new tender and the remaining 400 meters of Slobode Street will have at least three and a half and a maximum of four and a half months to complete the work. In addition, he will have to guarantee the renovated street for at least two years.
During the project, 37 street lighting poles will be dismantled and replaced, but their relocation will not be due to existing planted trees. Traffic on this section will remain two-way, and existing pedestrian crossings and connections to side streets will be maintained.
"When carrying out the works, it is necessary to pay attention to the fact that all works and all adaptations to the existing condition are carried out carefully so that the completed works look beautiful and in harmony with the environment. At the beginning, the roadway adapts to the existing condition of part of the Boulevard of Saint Peter of Cetinje, while the end of the roadway adapts to the positively revised reconstruction project of Ulica Slobode," the tender documentation states.
The project documentation for this job was prepared by the companies "Civil Engineer" and "VL Inženjering", with whom the contract was signed at the beginning of last year, and the job was worth 5.000 euros. The capital city issued the urban planning and technical conditions for the reconstruction in July 2024.
The tender documents state that the submersible bollards to prevent traffic near Podgorica's Independence Square will still not work. These bollards are located in three places along the city square, and are supposed to be remotely activated to prevent vehicles from passing.
"The bollards are not functional because water collected in the entrance pit in previous years due to inadequate drainage, i.e. the entire plateau under the square is concreted. In order for these bollards to be put into operation, the old ones would first need to be dismantled, the holes would need to be re-excavated to accommodate the new bollards, and the terrain would need to be adequately prepared for drainage," the documentation states.
Submersible bollards will still be installed at the entrance to Slobode Street from Svetog Petra Cetinjskog Boulevard.
