The Tax Administration's (TA) Integrated Revenue Management System (IRMS) was supposed to launch on January 12, but several businessmen, citizens, and other legal and natural persons complained that it was not functioning, and that the TA stopped accepting requests, cases, and other documents in paper form as of December 30.

The Tax Administration told "Vijesti" that the production phase of the new IRMS portal began on January 12th.

"As previously communicated through official channels, occasional technical disruptions in the operation of individual services or the entire system are possible and expected in the first few days. We would like to take this opportunity to thank users in advance for their understanding and patience during this initial period of system stabilization," stated the Tax Administration, headed by Sava Laketic.

Among those complaining that the system is not working at all are representatives of sports organizations, whose deadline to submit documentation for co-financing projects to the Ministry of Sports expires tomorrow, and one of the documents is a confirmation from the Tax Administration that they have no tax debts. They state that since December 30, they have not been able to submit requests for the issuance of this certificate in either paper or electronic form, which is why they are asking the Tax Administration and the Ministry of Sports to resolve this problem.

"In all urgent cases, when for technical reasons it was not possible to access the portal and complete the procedure electronically, taxpayers can contact the competent Regional Unit of the Tax Administration, where they will be provided with the issuance of appropriate documentation in paper form. We also encourage users to report any observed technical difficulties via the contact form available on the portal itself, so that officials can promptly record the reported problems, take the necessary measures to eliminate them and enable smooth further online communication," the Tax Administration stated when asked by "Vijesti" what about taxpayers who have urgent needs to obtain certain documentation from the Tax Administration and for which they cannot submit a request, such as sports organizations.

Also, this is the period when the submission of financial reports for the previous year begins, as well as all regular reports and requests that taxpayers submit to the Tax Administration.

IRMS was developed as part of the project "Tax Administration Reform in Montenegro" with the aim of fully digitizing the Tax Administration and facilitating taxpayers' communication with that institution.

On December 30, the Tax Administration announced that in the period from December 31, 2025 to January 12, 2026, their officials will "prepare with the contractor of this system for the transition to the production environment of the new system and the migration of data to it."

As previously announced by the Public Administration, IRMS is designed to be simple and intuitive for users, and with employee training, video instructions, a call center, targeted training for businesses and help desks in the largest offices, citizens will be provided with full support in using the system.

"We expect the system to start operating on the first working day in January. The first two working days, January 5th and 9th, will be used for additional testing, while we expect full stabilization and functionality by January 12th," the Tax Administration announced at the time.

One of the important innovations of the system is the electronic registration and deregistration of employees, which should significantly reduce administrative procedures and the need for personal visits to the Tax Administration.

They also pointed out that better analytics would enable informed decision-making and fairer application of tax regulations, as well as provide better insight into economic trends and the ability to react more quickly to informal zones in the economy.
