The Hydrocarbons Administration of Montenegro has canceled the tender for the procurement of petroleum products - diesel fuel (EN 590), with an estimated value of 11 million euros, after it was determined that the only bid received from the company "Jugopetrol" was incorrect.
The explanation of the decision states that "Jugopetrol" made two key mistakes in its offer.
First, it did not clearly state how the diesel would be delivered – whether directly from a ship in the port of Bar or from the oil terminal's tanks, even though the tender required that only one of the two options be chosen. Instead, it left the option of both options open, which was not permitted by the tender rules.
Secondly, the company did not precisely explain how it formed the fuel price. The offer did not provide specific data on the basis of which the price was calculated, such as average stock market prices, premiums or the exchange rate at which it is converted from dollars to euros.
Because of this, the contracting authority was unable to verify whether the price was calculated correctly, so the bid was assessed as incorrect and the public procurement procedure was annulled.
