"Three out of four submitted bids that qualified for the opening of the financial part of the bids were opened, submitted by the "Cengiz-Azvirt" consortium, the "China Communications Construction Company Limited" company and the "POWERCHINA Ltd.-STECOL – PCCD" consortium. The financial bid of the "Shandong Foreign Economic & Technical Cooperation with Shandong Luqiao Group" consortium was not opened because it did not meet the conditions for opening the financial part of the bid," Monteput announced.
The Mateševo-Andrijevica section is financed by a loan from the European Bank for Reconstruction and Development (EBRD) in the amount of 200 million euros and a grant from the European Union in the amount of 150 million euros, Monteput reminded.
They add that the process of opening financial bids was preceded by a tender procedure in accordance with EBRD standards, which included an evaluation of the technical part of the bids opened on October 31, 2025. The initial evaluation resulted in the companies qualifying for the subsequent submission of documentation, which consisted of the technical and financial parts.
