MEP: Montenegro expects another 55 million euros from the Growth Plan

Montenegro has fulfilled more than half of the measures envisaged by the Reform Agenda and expects that, for the achieved results, our country will be granted another 55 million euros from the European Union's Growth Plan for the Western Balkans, the Ministry of European Affairs announced.

"At today's session, the Government of Montenegro adopted the Third Semi-Annual Report within the EU Reform and Growth Instrument, prepared by the Ministry of European Affairs, in cooperation with the Ministry of Finance and other competent institutions. The reports are being prepared to monitor the implementation of the Reform Agenda of Montenegro for the period 2024-2027, which represents a key operational mechanism of the European Union Growth Plan for the Western Balkans," the statement reads.

They said that "visible progress has been made" within the Reform Agenda - out of a total of 45 reform steps, 24 have been fully implemented, while 21 steps have been assessed as partially implemented.

"After submitting the Third Semi-Annual Report, its evaluation by the European Commission will follow. If the European Commission confirms the submitted assessment, Montenegro would be granted an additional 59 million euros for the steps taken, proportionally reduced by 7%, as much as was allocated to Montenegro in the form of pre-financing during May 2025. This would achieve a significant financial and reform breakthrough within the Growth Plan," they add.

The MEP says that the achieved results indicate progress in the implementation of planned obligations, but also the need to further intensify activities on reforms whose deadlines are expiring in the coming period, with increased supervision, stronger technical coordination between departments, and close cooperation with the European Commission.

"The Ministry of European Affairs particularly highlights the departments that have recorded a high level of implementation of planned activities since the beginning of the implementation of the Reform Agenda, among which the Ministry of Energy and Mining stands out, which has fulfilled 9 out of 10 reform steps, the Ministry of Education, Science and Innovation, which has fully implemented all five planned steps, as well as the Ministry of Human and Minority Rights, which has fulfilled all obligations within its jurisdiction," the statement reads.

They said that Montenegro, by fulfilling more than half of the planned measures, confirms its commitment to key reform goals in the areas covered by the Reform Agenda - improving the business environment and private sector development, digital and energy, or green transition, human capital development, as well as the rule of law and fundamental rights - "thus creating conditions for the implementation of the next tranches" of financial support from the Reform and Growth Instrument.
