The President of the Municipality of Danilovgrad, Aleksandar Grgurović, said that if the opinion of the locals is that there is no quarry, that will also be the opinion of the local administration and such a conclusion will be sent to the Ministry of Energy and Mining.
Grgurović said this at a public forum organized for the annual plan for granting concessions for the exploitation of mineral resources, which was announced by the ministry headed by Admir Šahmanović.
During the discussion, it was heard that granting a concession for a quarry in Kriva ploca would have a negative impact on the Slatina water source, but would also destroy the newly reconstructed Martinići road.
The president of the Bandići Local Community said that they are against granting a concession for Sađavac.
The locals, most of whom are in the hall, said they would defend Sađavac.
"Can we know who gave the consent and who signed the concession act for Sađavac One," asked Bandić resident Ljilja Dragutinović.
Slavko Sekulić requested that the public debate begin today, and not end today as planned by the ministry.
Budo Brajović said that the public debate is a great story and that he is proud that citizens have finally woken up and started taking care of their yard.
"What will Montenegro look like in ten or thirty years?" he asked.
The Zagarač Community, said their representative, is strictly against Sađavac 2, and is also demanding that Sađavac 1 be shut down.
Rajko Mišković from Kriva ploča said that a road passes through that village that was built and paved with their own funds.
"If it were given as a concession, they would break everything in ten days and have to move," he said, mentioning that in the case of a concession, they would also demand a widening of the road.
Representatives of the Bandići local community insist during the public hearing that it be explained to them who granted the concession for Sađavac 1, and whether any of the locals participated in it.
"I would ask you to come and see what hell looks like, and then continue the discussion.
"We are in the front line of the Sađavac 1 quarry, 15 meters from them... My father has gone deaf. They tried to buy off the locals using old methods, to give them a truckload of sand, but nothing, we are demanding that Sađavac 1 be shut down," said Marko Sekulić.
Slavko Sekulić pointed out that they wish their ancestors had defended it during the Ottoman Empire.
Marko Ćupić from the Novo Selo Local Community asked whether Danilovgrad is heading towards heavy industrialization, or whether it will turn towards agritourism and the well-being of this area.
"The Novo Selo Community Center is categorically against granting a concession for Sađavac 2... I returned from the city to the village, and now the city is emerging before my eyes," he said.
He said he didn't know what they got from Sađevac 1, but that they weren't respecting the concession agreement either.
He emphasized that the concession act for Sađavac 1 expires on March 27, 2028, so he called on the locals not to allow the contract to be extended if everyone is against it.
Representatives of Klikovače did not come to the public forum.
Božidar Marković, president of the Novo Selo Local Community (MZ), said that the MZ is absolutely against the quarry.
"I think it's time to take care of the space, to preserve it and leave it to our children... Our predecessors chose the easier path, we don't have to," said one of the locals.
"The Danilovgrad Municipality has 770.000 euros from the concession, is it possible to know how much the Bemax company has for these 10 years? Millions? We should all be in front of 'Bemax' this morning, to block their trucks, so that we don't have to wait until 2028," said Ljilja Dragutinović.
Momčilo Radulović said that times have changed, but practices remain the same, speaking about the announcement of a public hearing before the holidays.
"Let's show them they won't be able to," he said, calling on the local government to organize a public hearing regarding the construction of the expressway.
"There will soon be a public debate on the Spatial Plan for the next five years, I ask citizens to participate...
"Just as we learned about the concession plan from civic and environmental activists, we learned about the expressway from the media. We have submitted an initiative, but there has been no meeting with either the Minister of Transport or representatives of Monteput yet," said Grgurović.
"The money that the municipality earns from the Sađevac quarry, the concessionaire earns in a week at the same place," said Danilovgrad Municipal Council member Vuk Iković.
"The money that the municipality earns from the Sađevac quarry, the concessionaire earns in a week at the same place," said Danilovgrad Municipal Council member Vuk Iković.
Iković said that the Municipality has a major role and can urge, claiming that the ministry could not pass the concession act, and that they did not have the opinion of the local administration.
"We have nothing to postpone, the position of the three local communities is that there should not be a Sađavac 2," Grgurović replied.
Marko Dragutinović from Bandići said that they wanted to return to the village, and invested in an old house.
"Because of the dust from the quarry, the water is not even suitable for technical use, we have removed the bees because of the vibrations, an old house that hasn't had a humidifier for 100 years is now getting a humidifier," he said.
