Not even two months after the second vacancy announcement, the Deposit Protection Fund has not yet selected a new director, even though all 11 candidates have met the requirements, and the session of the Board of Directors at which the decision on the selection is made has not yet been concluded.
At the same time, the Agency for the Prevention of Corruption (ASK) is conducting proceedings regarding a report regarding the legality of the appointment Vojin Vlahovic for the position of Director of the Deposit Protection Fund in 2021, who is also one of the candidates in the current competition.
The first competition for the election of the Fund's director was announced in September 2025, but was canceled because no candidate received the required majority of votes, after which a new competition was announced at the end of October of the same year.
"The session of the Board of Directors at which the decision on the election of the director is being made is still open, and should be continued/concluded in the coming days. There is no legal or other formal deadline for the Board of Directors to decide on this issue. Of course, it is in the interest of the institution to end the process earlier if this is optimal and from the perspective of other circumstances relevant to making this decision. In the meantime, the Fund is operating regularly, with a director whose mandate has expired, but who, according to Article 12 of the Fund's Statute, continues to perform his function until the appointment of a director. All 11 candidates have met the requirements of the second competition," the chairman of the Board of Directors of the Fund, FZD, told "Vijesitma".and Borko Bozovic.
The mandate of the current Fund Director, Vojin Vlahović, expired on October 3 last year and, as previously announced by the Board of Directors, he will continue to perform his function in accordance with Article 12 of the Statute until the appointment of a new Director.
One of the candidates Mladen Bojanic sent a letter to ASK on October 24 last year requesting an investigation into Vlahović's appointment to that position in 2021. Bojanić claims that, based on the documentation he received, Vlahović was illegally appointed in 2021 and asks ASK to investigate whether these illegalities endanger the public interest, or indicate the existence of corruption. Vlahović assessed Bojanić's allegations of allegedly endangering the public interest and pointing to the existence of corruption as tendentious and unfounded, and that he rejects them with indignation.
"The application was received by ASK on October 27, 2025. The agency acted upon the application, requesting a statement from the relevant institution and appropriate supporting documentation, which was submitted on December 18, 2025. The procedure is currently in the implementation phase," ASK told "Vijesti".
A person who is a citizen of Montenegro, who possesses general working capacity, has a VII1 level of educational qualification and at least five years of work experience in the financial sector may be appointed as the Director of the Fund. Also, a person who is employed in a credit institution (bank), a member of the management body and/or permanent bodies of the management body of a credit institution or a consultant of a credit institution may not be appointed as the Director of the Fund.
Bojanić also asked the Labor Inspectorate to examine whether Vlahović meets the requirements for performing the duties of the director of the FZD. The inspection control was carried out, after which the Government - General Secretariat was asked to provide the inspection with information on whether Vlahović performed the duties of a position with a VII 1 level of educational qualification before coming to the FZD, as well as whether he performed the duties of a position in the field of finance.
"In the event that he performs tasks at level VII 1 of the educational qualification in the field of finance, we need precise information about the period in which he performed those tasks," the inspector's report states.
