The current rent subsidy measures, such as those implemented or announced at the local level, represent only temporary assistance, but not a permanent and sustainable solution, according to the Tenants' Association.
"Subtenancy in Montenegro has long ceased to be a temporary phase of life, but a long-term reality for tens of thousands of people - employees, families with children, single parents, young and elderly citizens. Rising rent prices, lack of housing security and the absence of systemic protection have put subtenants in a position of constant economic and social insecurity," the statement said.
They said that it is particularly concerning that a large number of tenants remain outside of existing support programs due to informal relations in the rental market, which are not the result of citizens' irresponsibility, but rather the long-standing lack of clear rules, controls, and incentives for the legalization of rental contracts.
The Association believes that subsidies in amounts that do not follow the real market prices of housing cannot be presented as a solution to the problem, but only as a short-term measure.
"Without a comprehensive housing policy, clearly defined rights and obligations, as well as institutional recognition of subtenancy as an important social issue, the problems will only deepen. We call on the authorities to begin a serious and inclusive process of developing a systemic model of support for subtenants, with the active participation of their representatives and the civil sector," the Association said.
The goal of that process, they added, must be to provide safe, affordable and dignified housing, as a basic condition for the normal life of citizens.
"We are open to dialogue and cooperation with all relevant stakeholders, but it clearly sends a message that partial and symbolic solutions are not enough for a problem that affects a large part of society. Tenants are not looking for privileges, but for security, rules and dignity," the statement concludes.
