New amendments to the Law on the Legalization of Illegal Structures will allow structures built without a building permit, which are registered in the cadastre, to change ownership in cases of execution of a mortgage or other lien, out-of-court sale, inheritance, division, court decision or enforcement order, as well as to extend their lease or use in business activities for up to three years.

The performance of economic and other activities is permitted until the expiration of 36 months from the date of entry into force of this law.

The aim of formulating the bans is to put pressure on illegal builders to legalize illegal buildings, because an efficiently implemented legalization process will ultimately result in a high percentage of reliability of the real estate cadastre as the basis for legal security and investment activities in all areas," the Ministry of Spatial Planning stated in its explanation.
