This year, the Public Enterprise (PE) for Coastal Zone Management plans to allocate several million euros in the Ulcinj municipality for the implementation of capital projects and for maintenance and emergency repairs in the coastal zone.
This was announced to "Vijesti" by this state-owned company in response to questions about what projects it should implement this year in Ulcinj and what it plans to do to continue work on the ground floor of the Velika Skela below the Old Town.
"Recognizing the needs and development priorities of the Municipality of Ulcinj, as well as the commitment to continuously direct significant funds into improving the coastal area, in 2026 the PE is implementing a strong and carefully planned investment cycle, worth several million euros, which confirms the strategic commitment to regulating and improving the coastal zone," the company said.
Among other things, they announced the construction of the Albatros - Đerane promenade, an investment that has been in the company's budget for years, as well as the infrastructure development of Port Milena and the continuation of work on the ground floor development of the Velika Skela.
"A tender has been announced for the construction of the Albatros - Đerane promenade, with a total estimated value of around two million euros, which will significantly improve the safety of movement and the quality of pedestrian connectivity in this part of the coast, with the planned start of work immediately after the completion of the tender procedure. Also, for additional infrastructural development of the Port Milena zone, through the improvement of traffic and pedestrian flows, the PE has allocated 350.000 euros, which will improve the overall functionality of the area and the quality of utility services," they stated in Morski dobro.
It is added that a tender has also been announced for the ground floor renovation of the Velika Skela, worth around 270.000 euros, and the implementation of the works will begin immediately after the public procurement procedure is completed. The response does not state which and what kind of works are involved.
Work on the ground floor of the Velika Skela began in October 2022, and the deadline for the project was 120 days. That deadline was missed, as were several others after that. So far, according to the investor, nearly a million euros have been spent on the ground floor of the Velika Skela, but the location has been used only as a parking lot for years. Even three and a half years after the start of the implementation of this million-dollar project, the main problem has still not been solved - how to protect the Velika Skela area from the impact of large waves, especially during severe storms.
"In addition to capital projects, the Public Enterprise has allocated more than one million euros for continuous maintenance and emergency repairs in the coastal zone, including infrastructure works, landscaping of public areas, improvement of public lighting and traffic signals, thus ensuring a safe, functional and aesthetically pleasing coastal area throughout the year, for the benefit of citizens, tourists and the local economy," they said in the Coastal Zone.
At the same time, in accordance with the concluded agreement, the PE paid 243 thousand euros to the "Ulcinj Riviera" at the end of last year from the lease of houses on the left bank of the right arm of the Bojana, which are located on the territory of that company.
"The PE conducted a tender procedure for the provision of houses on Ada Bojana, including those located on the territory of the HTP "Ulcinjska rivijera". In order to valorize Ada Bojana and improve good cooperation with all relevant entities, the PE concluded an agreement with the HTP "Ulcinjska rivijera", which further confirmed its role as a reliable partner and service provider to tourism factors in the coastal zone. Based on the concluded agreement, the PE made a payment of 243.000 euros to the HTP "Ulcinjska rivijera" at the end of last year, the state-owned company stated.
Kolašin's “Explorer” leases Valdanos beach
The PE responded that the tender procedure for Valdanos Beach has been completed, that the usage contract has been concluded, and that all relevant documentation is available on the company's official website.
According to this data, the user of the beach in Valdanos for the next four years will be the Kolašin company "Explorer". According to the contract concluded on 22. 10. 2025, the people of Kolašin will pay 45 thousand euros annually for the 326-meter-long beach, excluding VAT. For the first year, payment in three installments was agreed, and for each subsequent year of use, as stated in the contract, the fee is increased by the annual inflation rate published by Monstat, as well as by the amount of VAT.
Public company tender at the beginning of the year for the lease of a bathing area, Ulcinjanin Arben Nimanbegu He offered as much as six million euros for the lease of a beach in Valdanos, although in the annex to the 2023 contract concluded with Morski dobro, he set aside an amount of 15.500 euros for the same location, excluding VAT.
“His offer earned 75 points based on price. The second-ranked offer was from the company “Valdanos Z&M”, which offered 28 thousand euros, and the third-ranked offer was from the company “Explorer” with 45.000 euros. “Valdanos Z&M, according to the scoring method, received 0,35 points on price and plus 2,5 points on the account of references. “Explorer” earned only 0,56 points,” “Vijesti” reported at the time.
The Second Instance Commission, acting upon the complaint of "Explorer", changed the ranking, so the offer from Kolašin was selected as second-ranked.
The selected bidder, as stated in the contract for the lease of the bathing area, did not proceed with the conclusion of the contract within the specified deadline, so in accordance with the provisions of the public invitation, the conditions for concluding a contract with the second-ranked bidder in the tender were met.
According to information from "Vijesti", the PE collected bank guarantees in the amount of the initial lease price from all selected bidders who did not conclude contracts.
