Arab billionaire and owner of the company “Eagle Hills” Mohamed Alabar At the "Otrant" hotel in Ulcinj on Sunday, he spoke with a large number of locals and owners of private properties in the hinterland of Velika Plaza regarding the implementation of a significant investment and the realization of a tourism project planned in part of that attractive location, "Vijesti" learned from several sources.
According to the same information, Alabar met with the locals at their request.
This is the second time in the last two months that the billionaire has discussed with property owners possible joint investments in parts of Velika Plaza where planning documentation exists.
These are so-called modules with a total area of nearly six million square meters, of which four million are state-owned and two million are privately owned.
An interlocutor of "Vijesti" who attended the meeting said that Alabar said that he would not buy the land.
"But that everyone who provides land for that investment will receive a bank guarantee, and that the project should be implemented in nine years," he said.
At the meeting, which was more massive than the one in early December last year, those present were offered a "Non-binding Letter of Intent" to sign.
"We hereby confirm our interest in considering a potential partnership with Eagle Hills in connection with the proposed Long Beach project, which is currently under evaluation and consideration by Eagle Hills," the letter states.
It is emphasized that this document is non-binding and is submitted solely as an expression of interest for the purpose of assessing interest in the various models under consideration.
"Nothing in this form constitutes an offer, acceptance, commitment or agreement by any party, nor is Eagle Hills obligated to proceed with the project or any transaction. By signing this form, you consent to Eagle Hills receiving and using the information contained herein solely for the purpose of its internal evaluation," the document states.
Another interlocutor of "Vijesti" said that Alabar pointed to possible directions for further development and implementation of the project.
"The conclusion of both sides is that it is worthwhile and that further efforts should be made in the common interest of Ulcinj and all Ulcinj residents, as well as all citizens of Montenegro," he said.
Alabar came into the spotlight of the Montenegrin public in March last year because he wanted to invest a lot of money in our country, primarily on the Big Beach in Ulcinj.
It was then revealed that the Prime Minister Milojko Spajic at a meeting with the leaders of the Municipality and Assembly of Ulcinj, MPs from that city and heads of parties and councilor clubs, he explained the intention of Arab investors to lease the entire Velika Plaža for 99 years - from Port Milena to the mouth of the Bojana.
This was followed by several large protest rallies, at which citizens of Ulcinj and other Montenegrin cities, politicians, and the civil sector unconditionally demanded that Spajić abandon the long-term lease of Velika Plaza.
The Ulcinj parliament did not give the green light to the Arab company either.
Due to public pressure, Alabar abandoned the implementation of the project on Velika Plaza in mid-May, stating that he was interested in some other locations on the coast, as well as in the north of the country.
Meanwhile, the tender for the lease of Montenegrin beaches in March was marked by the (un)expected participation of Alabar, whose then newly founded company "Eagle Hills Montenegro" submitted bids for 19, and was ranked first for nine Ulcinj beaches.
After harsh public reactions, the company decided to give up on seven beaches because the former tenants agreed to pay its guarantees for participation in the tender, and concluded a lease agreement with JP Morsko dobro for two beaches, "Tropikana" and "Imperijal", which it will manage in the coming period.
However, Alabar already concluded a joint venture agreement with the owner of the company "Cungu & Co" in early October. Nazifom Cunguom from Ulcinj.
The agreement envisages the establishment of the company "Eagle Hills Ecovillage Shas Podgorica", which, as announced at the time by "Eagle Hills Montenegro", will develop a world-renowned eco-tourism destination in Ulcinj.
The project will include environmentally friendly accommodation, wellness and hospitality concepts, as well as recreational facilities, offering an authentic Montenegrin experience, while preserving the unique natural environment of the Šas area in Ulcinj.
