The initiative of President Jakov Milatović to make Sunday the day when the Montenegrin economy stops and ceases to function is clumsy and potentially dangerous.
This was announced by the Employers' Union of Montenegro.
Milatović initiated a change to the Constitution, proposing an amendment to Article 64 of the Constitution, so as to establish a general rule according to which employees in Montenegro do not work on Sundays and on public and other holidays prescribed by law, with the possibility of prescribing exceptions by law in activities where this is necessary to protect the public interest.
"The public is informed that the Union of Employers of Montenegro, in accordance with its role and mission in Montenegrin society, has been undertaking activities since 2019 with the aim of finding a lawful and fair solution in relation to Article 35a of the Law on Internal Trade, fully respecting Montenegrin institutions and the normative framework of the state. This approach resulted in a unanimous agreement of all three social partners in the Social Council, and our initiative was confirmed by the decision of the Constitutional Court. We call on everyone, and especially the most responsible social actors, to respect the Constitution and its Article 65, which positions the Social Council as an institution before which issues of importance to employees are coordinated," the statement from the Union of Employers states.
They add that otherwise, a legitimate dilemma of real intentions arises.
"We appreciate that the initiative of the President of the State - expressed by the proposal that Sunday be the day when the Montenegrin economy stops and ceases to function - is clumsy and potentially dangerous. It sends a message that, after the Labor Law and other laws, now the Constitution - the supreme legal act of the state, is becoming a target for the purpose of gaining political points and personal ambitions," it was announced.
