The Municipality of Bar has selected the company "ING invest" from Danilovgrad, with subcontractors, as the designer for the main design of the Olympic swimming pool in Bar, and this decision will be final once the appeal procedure is completed, that is, a decision is made on the appeal filed by the consortium led by a company from Budva.
The Commission for the Implementation of the Public Procurement Procedure declared the bid of the Danilovgrad-based company as correct and first-ranked, by a decision dated December 10 last year, and rejected the bid of the consortium "Revolution Arhitects DOO Budva" with subcontractors as incorrect, and the consortium "DBA-Institut" was excluded from the procedure.
The chairman of the commission and the head of the local assembly there Branislav Nenezić told "Vijesti" that the appeal was filed by the joint bid holder "Revolution Architects" from Budva, whose bid was declared invalid based on the decision of the state commission dated November 20, 2025.
"The client (Bar Municipality) acted in accordance with that decision and selected the most favorable and correct bid from the bidder 'ING invest' Danilovgrad. In its response to the appeal to the state commission regarding the appeal, the client maintained the position adopted in the Decision on the selection of the most favorable bid," said Nenezić.
Nenezić told the newspaper that they are still waiting for a decision on the appeal, but that they expect it to be made soon in the same direction as the decision made by the municipal commission that conducted the procedure, namely in favor of the company "ING Invest".
"The deadline for the development of the main project is six months from the conclusion of the contract. The deadline was part of the offer of the bidder 'ING Invest' as one of the criteria that was evaluated on the basis of which the bidder received the maximum number of points. After signing the contract for the development of the main project, the review procedure will be initiated in order to speed up the entire process," he stated.
Asked when the tender for the selection of the contractor for the Olympic swimming pool will be announced and whether it is realistic for all documentation to be completed this year and then for work to begin, Nenezić agreed that more information about the selection of the contractor and the start of work will be available after the positive opinion of the project audit.
"Given that this is a project that will be carried out in cooperation with the Government of Montenegro, more information will be available about the actual start date of the works after all necessary legal obligations have been fulfilled," he concluded.
According to an earlier announcement by the local government, the construction of the national aquatic center is expected to begin in the second half of 2026.
The notification of the Commission for the Protection of Rights in Public Procurement Procedures dated December 11 last year states that the Municipality of Bar previously accepted two complaints - "ING Invest" and the joint bid of the "DBA-Institut" consortium.
According to the Decision on the selection of the most favorable bid, "ING invest" submitted a bid worth 273.450 euros with five subcontractors, "Revolution Architects" from Budva nominated a project worth 154.999 euros with 11 subcontractors, while the "DBA-Institut" consortium nominated a bid of 239.800 euros with nine subcontractors.
"ING invest" received the maximum 100 points in the tender, the decision states, and the commission determined that the bidder acted in accordance with the requirements and conditions from the technical documentation for all items and specified a contract execution deadline of six months.
The bid of the consortium "Revolution Architects" was marked as incorrect in the part relating to the Joint Bidding Agreement, which regulates mutual rights and obligations, determines the holder of the joint bid "Revolution architects", lists the parts of the procurement subject for which each of the members of the joint bid is responsible, as well as their percentage shares in the total value of the bid.
The commission assessed that there were illogicalities in the distribution of responsibilities between the contractor and subcontractor, which is why the tender commission decided that the offer was invalid, given that it was not made in the manner specified in the tender documentation in accordance with the law.
The consortium "DBA-institut" was excluded from the procedure because the statement of the company "Đorđe Bajilo arhitekti" from Novi Sad was not made in accordance with the prescribed form, nor did the bidder prove that it meets the requirements for performing the activity.
Complex on a plot of over 18.000 square meters
The construction of the National Aquatics Center with accompanying equipment is also foreseen in the budget of the Government of Gora, and is also included in the local capital budget, as well as in the draft Strategic Plan of the Municipality of Bar from 2026 to 2030.
The Olympic swimming pool in Bar will be built within the scope of the Topolica III Urban Development Plan, next to the "Topolica" Sports Hall.
In July last year, the best conceptual solution was selected when the first prize in the Public Competition for the selection of the best conceptual architectural and urban design solution for the construction of a national aquatic center with a swimming pool and accompanying facilities in Bar went to "BIROU 81000" from Podgorica.
The construction of a national aquatic center in the city under Rumija has also been recognized in the budget of the Municipality of Bar for the current year, 2025, in the part of the capital budget, which refers to expenditures for construction facilities. Although the Budget Decision does not specify exactly how much money will be allocated for this project, it is one of 12 items for which two and a half million euros have been foreseen.
The complex will be built on a plot of over 18.000 square meters and will have an Olympic-sized swimming pool, an auxiliary pool, an outdoor pool, a compensation pool, and a foot disinfection pool.
In addition, additional facilities such as shops and restaurants are planned. Other infrastructure requirements that this complex will have to meet are an entrance for the public and an economic entrance, an elevator adapted for people with reduced mobility, a concierge, a ticket office, a storage room, toilets for the public, changing rooms and lockers intended for citizens.
