The Monteput company has signed a contract with the Chinese consortium "PowerChina - Stecol - PCCD" for the design and construction of the second section of the highway from Mateševo to Andrijevica, worth 693.969.668 euros.
The document was signed at Villa Gorica by Monteput CEO Milan Ljiljanić, representative of "Power Construction Corporation of China" Yang Bo, Jing Levei on behalf of "Stecol", and Sun Qiliang on behalf of "PowerChina Chengdu".
Ljiljanić emphasized that the tender was conducted according to the conditions of the European Bank for Reconstruction and Development (EBRD) and that the consortium met all the conditions and submitted the most favorable offer.
"It is particularly important to emphasize that the financial structure is the result of successful cooperation with the European Union and the European Bank for Reconstruction and Development. 200 million euros in loan funds have been provided, as well as 150 million euros in grants, while the remaining part will be provided from the budget of Montenegro. In this way, we demonstrate a responsible approach to financing and a strong partnership with international institutions," said Ljiljanić.
He emphasized that it is now up to the contractor to register the company and engineers, while work should begin in late April and early May.
He thanked all partners and associates and emphasized that this contract symbolizes trust and responsibility, and that large projects require time, dedication, and thorough preparation.
"We expect professionalism, efficiency and high quality of work from the selected designer and contractor. We are convinced that compliance with the agreed deadlines and standards will contribute to the realization of the project, which will be a source of pride for everyone. This section is not just a traffic route - it is a strong incentive for the development of northern Montenegro, better connectivity within the country and with the region, as well as the creation of new development opportunities," emphasized Ljiljanić.
President of "PowerChina Eurasia" Liu Shaoquan emphasized that he was pleased to participate in the ceremony and thanked Monteput, the Government of Montenegro, the EBRD and the Chinese Embassy for their respect and support.
He pointed out that the highway is a long-awaited strategic infrastructure project for Montenegro, which will stimulate development and bring economic benefits. He emphasized that they are fully aware of the challenges of the project due to the terrain, bridges and tunnels, but that they are ready for them.
"We bring global expertise, especially in the construction of tunnels and bridges in difficult conditions, so we will apply the highest standards of engineering and safety. Today's signing is a starting point for us, while in the coming months we will carry out surveys, geological surveys, land acquisitions, construction... After the works begin, we will do our best to minimize the impact on the local community, but there will inevitably be an impact on them, so I hereby ask for their understanding and cooperation," he emphasized, adding that the earlier completion of the project will depend on this.
He added that the highway is more than just a road - it is a bridge of friendship between Montenegro and China, and that "PowerChina" is proud to be part of this road.
This route is about 23 kilometers long, and will be financed from the state treasury, through a 200 million euro loan from the European Bank for Reconstruction and Development (EBRD) and a 150 million euro European Union grant.
The Chinese will have five years to complete the main project and build the second section of the Bar-Boljare highway, while they will also have two years to eliminate potential shortcomings in this work.
