After almost three years, since the conclusion of Annex IV of the contract between the Public Company for the Management of the Coastal Zone and the company "Royal" from Pristina, which created all the necessary conditions for the construction of the new "Jadran" hotel worth over 40 million euros, the attractive location on the Suka peninsula in Ulcinj is still empty, and no one is even mentioning the cornerstone anymore.
Although administrative barriers were formally removed, as announced at the time, implementation was conditioned by amendments to the State Study for the “Old Town of Ulcinj” location. That process was initiated and reached a public debate, but the entry into force of the new Law on Spatial Planning halted its adoption, so the deadlines from the contract did not even begin to run, and the fate of the investment remained uncertain.
The annex was signed by the director of the Maritime Property Mladen Mikijelj and owner of the company “Royal” Arber Kryeziu in the presence of high-ranking representatives of the Government and the city of Ulcinj, and numerous journalists from Montenegro and Kosovo learned then that the hotel will have five stars and will be managed by one of the largest brands in the world, whose name was not disclosed.
The Government announced at the time that the signing of the annex to the contract would enable the investor to begin preparatory work for the construction of a hotel that, with a globally recognized brand, would be one of the most luxurious on the Montenegrin coast.

After signing the agreement, the then Prime Minister Dritan Abazovic He said that the most beautiful location in Ulcinj, where the old Jadran hotel was located, had been trapped in numerous administrative obstacles for years, which were overcome with the efforts of the Ministry of Ecology, Spatial Planning and Urbanism and the Coastal Zone.
In the first half of 2023, the investors announced the start of works for September of that year, and then in the meantime, they requested amendments to the State Location Study (SLS), which the Municipality forwarded to the Ministry of Spatial Planning, Urbanism and State Property.
Although the act was in an advanced stage of implementation, the new Law on Spatial Planning, which came into force in March last year, nullified the Government's efforts and the preconditions created for its adoption.
The Coastal Zone reminded "Vijesti" that the annex to the hotel construction contract concluded in April 2023 defines that the investor has the right to unhindered use and maintenance of the real estate that is the subject of the contract, as well as that the deadlines for updating technical documentation, starting construction and completing works are calculated from the date of adoption of the DSL.
"That document for the sector in question has not been adopted to date, which is why the deadlines stipulated in the contract could not begin to run, nor could the project enter the implementation phase," the state-owned company said.
The Ministry of Spatial Planning, Urbanism and State Property told "Vijesti" that on April 26, 2023, the Government adopted a Decision on the preparation of amendments to the State Location Study (DSL) "Old Town", as well as a Decision on the appointment of the head of the preparation of that planning document, which formally began activities on its amendment.
As they state, the Government, at its session on March 6, 2025, adopted the Draft Amendments to the DSL "Old Town Ulcinj", after which a public debate was held from March 21 to April 11, 2025. Within this framework, the Ministry, in cooperation with the Municipality of Ulcinj, organized a public presentation of the Draft on April 3 in the large hall of the Ulcinj Municipal Assembly.
They further explain that, while the procedure was in the phase of preparing a report from the public hearing on the Draft Plan, the new Spatial Planning Law entered into force on March 5, 2025.
According to them, Article 140 of that law stipulates that the development of planning documents that are not provided for by new legal solutions shall be suspended if they are not adopted by December 31, 2025. Given that the amendments to the DSL "Old Town Ulcinj" were not adopted within the stipulated period, the Government, in accordance with the law, explained the Ministry, adopted a Decision on the termination of the validity of the previous decision on their development, as well as the decision on the appointment of the head of the development of that act.
The Ministry reminds that the State Study of the "Old Town of Ulcinj" location from 2009 is still in force for this area.
"Vijesti" asked the legal representatives of the "Royal" company about the halt in this investment, but they only responded briefly that "there is nothing new yet."
As "Vijesti" previously announced, the Agreement on the Development of Amendments and Supplements to the DSL, at the request of the Municipality of Ulcinj, was concluded on May 31, 2023 with the manager of the plan development.
A draft plan was prepared and submitted for opinion to the authorities responsible for technical conditions.
"After the positive opinions have been collected, activities are underway to determine the Draft Plan by the Government and conduct a Public Hearing. This will be followed by activities to prepare a Report from the Public Hearing and draft a Plan Proposal, which will be submitted to the Government for adoption," the relevant Ministry explained at the time the procedure until the final adoption of amendments to the DSL.

The Ministry then announced that the Municipality of Ulcinj, as one of the reasons for amending the DSL, stated that it was necessary to make changes to the textual and graphic parts for the location of the former hotel "Jadran", which represent a barrier to investment in that location.
