The Administration for the Protection of Cultural Heritage (UZKD) will issue a decision to suspend the works that have been carried out for the past few days in the hinterland of Vučja obela on the Luštica peninsula because the investor did not complete all legally prescribed procedures before starting them.
This was confirmed to "Vijesti" unofficially today by this Administration, with the note that in addition to the ban on the work, they will also request that the location be restored to its original condition.
The construction in the hinterland of Vučja uvala, which was reported by the media a few days ago, is the latest in a series of examples of devastation of the previously untouched nature in Boka Bay.
This location is in the part of Luštica that is administratively part of the municipality of Herceg Novi.
Construction operations have already begun on the coast and in the hinterland of Vučja Uvala, which is located between Cape Arza at the entrance to Boka and the famous Blue Cave, with digging and preparing the terrain for the construction of, as we unofficially learn, a complex of exclusive villas and apartments for sale on the market.
Large excavations have already been carried out at the locations where new facilities will be built, and access roads for construction workers have been dug, which has caused some public concern. By the way, there is currently no legal requirement for an information board with project information (investor, designer, auditor, building permit, etc.) at the construction site.
In the environment that is made up of previously untouched forest, macchia and coastal rocky cliffs, huge "scars" have already been created due to these works, and locals are looking with disbelief at this latest example of the devastation of nature and the "valorization" of the wild and untouched Luštica coast by investors to whom the state enables or tolerates such controversial projects.
The UZKD emphasized that, according to the current Spatial and Urban Plan of Herceg Novi, for the area where these works are taking place, before they begin and a building permit is obtained, it is necessary to prepare an HIA (Heritage Impact Assessment), an individual assessment of the impact on cultural heritage.
"Since the HIA has not been done, the UZKD will issue a decision to suspend the works and return this area to its original condition," said a source in "Vijesti".
The UZKD has already issued such solutions in the case of the controversial filling of 14.500 square meters of sea in Baošići, which was carried out in the past two months by the Podgorica company "Carine" under the official justification of building an "investment beach".
Despite such an explicit position of the UZKD, neither the Construction Inspection, which operates under the auspices of the Ministry of Spatial Planning, Urbanism and State Property, nor the Police Directorate reacted in time to prevent the devastation of cultural heritage and the destruction of the cultural landscape in Baošići, but rather, with their indolence, they enabled the investor to largely complete the works and complete the most drastic example of devastation of the sea and coast in Boka Bay to date.
Only after Prime Minister Milojko Spajić publicly reacted, stating that "works on the coast in Baošići must stop in order to protect the exceptional universal value of the world's heritage, to which that area belongs," did the police and prosecutor's office react, and on March 23, on suspicion of committing criminal offenses in the field of illegal construction, environmental damage, and devastation of cultural heritage, they arrested the owner of the "Carine" company, businessman Čed Popović, and the Secretary for Urban Planning and Construction Inspection of the Municipality of Herceg Novi, Vladislav Velaš.
