Parking service Tivat wants to keep all profits

The company Parking servis doo Tivat yesterday began arranging a special parking lot in Đačka Street in the city center, which is why this public parking space is temporarily out of service.

On this macadam surface, just over 300 cubic meters of scratched asphalt are being spread and rolled, which the Parking Service previously received free of charge from the Traffic Administration of Montenegro.

This material had previously been piled up in a part of the parking lot for almost two months, and management explained the delay in spreading and rolling it on the otherwise dusty or muddy surface of the parking lot by the need for the founder and sole owner of the company, the Municipality of Tivat, to first make money available to the Parking Service from the profits that the company makes by charging for the use of public parking spaces in Tivat.

"According to the Law on Communal Activities, investment maintenance, and this is investment maintenance, can be carried out from the funds from the realized profit. Until 2023, the founder, the Municipality of Tivat, mainly made the decision to pay the realized profit to the founder. Given that the founder entrusts the parking lots to our company for further management and maintenance, and since I, as the director, inherited them in very poor condition, in some parts almost unusable, we asked the founder to leave the profit from 2023 until 2025, so that we could complete the investments in repairing the parking lots on the territory of the municipality," emphasized the director of the Parking Service Snezana Vukosavovic Novosel, adding that "we consider this extremely important from the first moment, for the image of the city, especially because Tivat is an elite tourist destination."

She emphasized that "it is important and we believe that the founder will make a decision to leave the profit to the company, so that in addition to arranging all parking lots in Tivat, we can also invest money in further modernizing and improving the entire system, now two companies, Parking Service and Bus Station."

For the upcoming session of the Municipal Assembly on May 13, the Speaker of the Parliament Miljan Marković has included in the agenda a proposal for decisions on the distribution of Parking Servis's profits for 2023, 2024 and 2025. In those years, Parking Servis generated a net profit of 170.272 euros, 139.708 euros, or only 14.809 euros last year. The Board of Directors of Parking Servis and Marković are now proposing that the local parliament give consent to this municipal company to keep all the net profits for the last three years for itself as so-called undistributed profits. This was proposed despite the fact that Parking Servis did not comply with the previously adopted decision of the local parliament that the company should pay the net profits from 2023 in the amount of 1270.272 euros into the budget of the Municipality, as its founder and sole owner.

The parking service has not yet submitted to the Municipal Assembly the Work Report with the company's financial report for 2025, which would show why the company's profit last year was reduced by almost ten times compared to the previous year, as well as the Work Program with the financial plan for this year.
