The company "MIA Investment", which brings together Turkish businessmen and is building a complex of two towers of 15 and 16 floors each, a hotel with apartments for the market in front of the Adriatic Fair halls on Slovenska beach, will most likely stabilize the difficult financial situation in which the Municipality of Budva finds itself, as it will pay two and a half million euros into the city treasury.
This was confirmed to "Vijesti" by several sources, to whom the Municipality of Budva submitted a contract a few days ago for compensation for the development of city construction land, i.e. utilities.
A few days ago, the Budva Municipality managed to unblock the account, after a decision was made by the public bailiff to enforce the collection of 5,6 million euros from a final judgment of the Higher Court, which awarded millions in compensation to the heirs of part of the Rafailović family in the name of nationalized land on Cape Zavala.
This led to days of agony for the local government to secure the necessary money and pay salaries to workers, only to end up having to take out short-term loans from three municipal companies, borrowing 1,1 million euros from Parking Servis, 400 thousand euros from Vodovod and 715 thousand euros from Mediteran Reklama. Administration of the Mayor of the Municipality Nikola Jovanović She committed to repaying the loan by May 17th.
All of this was accompanied by a fierce political conflict in which the opposition (Democrats, New Serbian Democracy, Democratic People's Party, Movement for the City) claimed that the city government had misappropriated 20 million euros carried over from last year and called on the prosecutor's office to investigate the administration's actions, while the government (Budva Our City, European Alliance, Democratic Party of Socialists) claimed that finances were stable.
The Turkish company has the money to pay the full amount, which gives it the option to reduce the amount by 20 percent, as municipal regulations allow. This would pay two million euros, and the concession of half a million euros, which reduces the total amount, will be paid to the city as a donation.
The Secretariat for Investments of the Municipality of Budva submitted a calculation to the Utility Billing Service at the end of December. "Vijesti" has access to the document, which was signed by the acting secretary for investments. Masha Radovic.
"According to the project documentation, submitted by the new auditor, we are submitting to you the calculation of the gross construction area and the calculation of the fee for the communal equipment of the construction land for the construction of a five-star hotel with a mixed business model. For the accommodation units that are the subject of the sale, the obligation based on the fee for the communal equipment of the construction land, in accordance with the Municipal Decision on the fee, amounts to 2.511.844,70 euros," the letter signed by Radović states.
Based on the calculation, the contract with the Turkish company will be drawn up by the Service for Collection of Fees for Communal Equipment of Construction Land of the Municipality of Budva.
Jovanović announced to "Vijesti" two months ago that the Turkish company would pay two million euros in utility bills and pay half a million euros in donations.
She said at the time that the donation of half a million would replace the amount paid by the Municipality of Budva at the end of last year to the Serbian company "Credit KB" from Kula, a businessman Branislava Kavaje, for the purchase of 5.473 square meters of land in the immediate vicinity of the Podostrog Monastery, on which the local government plans to build a kindergarten.
"In the meantime, we had a conversation with the investor. The investor's obligation, unlike before, is to pay two million euros for utilities, which will happen in the next month. And another useful thing that we managed to do for the citizens of Budva is a monetary donation to "MIA Investment" in the amount of 500.000 euros, so that the plot of land that we bought near the Podmaine Monastery for the construction of a kindergarten would cost the city zero euros. You let two buildings sprout there without any regulated utilities, and you are in the Government of Montenegro, you control the urban planning and construction inspection, you also control planning documents, and unlike you, we will charge two million euros and get a plot of land for the construction of a kindergarten for free," Jovanović told his opponents at the time.
In a series of promotional articles published in "Vijesti", the company "MIA Investment" boasted that it is building the first residential apartments of the global hotel brand "Swissôtel", which will be located within the Riviera Montenegro complex in Budva.
