The President of Montenegro, Jakov Milatović, submitted today to the Parliament of Montenegro a proposal for the appointment of a member of the Fiscal Council of Montenegro, in which, after conducting interviews with candidates who meet the requirements prescribed by law, he proposed Stevan Gajević as a member of this important independent body.
This is stated in a statement published on the website of the President of Montenegro.
"By act number 00-63-7/26-5/9 of 17.03.2026, the Committee on Economy, Finance and Budget of the Parliament of Montenegro submitted a list of candidates who meet the requirements for a member of the Fiscal Council of Montenegro. As during the previous process for the selection of a member of the Fiscal Council, I conducted interviews with the candidates. Based on Article 27c paragraph 7 of the Law on Budget and Fiscal Responsibility ("Official Gazette of Montenegro", no. 20/14, 56/14, 70/17, 4/18, 55/18, 66/19, 70/21, 145/21, 27/23, 123/23, 125/23, 011/25), I propose Stevan Gajević as a member of the Fiscal Council of Montenegro," Milatović emphasized.
He added that Stevan Gajević has a Master's degree in Economics, with a degree obtained from the Faculty of Economics of the University of Montenegro.
"He has many years of experience in the financial sector, starting from his first work engagements within the Ministry of Internal Affairs, where he worked in the then Department for the Control of Economic Crime. He continued his professional engagement in the banking sector. Since 2014, he has been actively performing the duties of a court expert for the needs of the judiciary and prosecution, as well as property and capital valuations. During his career as a court expert in the financial profession, he worked on over 450 expert opinions and around 120 valuations. He also performed financial consulting work for the needs of several companies, as well as public enterprises and local governments," said Milatović.
He stated that from July 2022 to November 2023, Gajević served as State Secretary at the Ministry of Agriculture, Forestry and Water Management, where, among other things, he was responsible for budget planning.
"He is the founder of the Institute for Economic Consulting, which currently has 20 members, and actively writes and speaks in the media on current economic developments. Bearing the above in mind, I am convinced that the election of Stevan Gajević would represent a significant contribution to the work of the future Fiscal Council, as an institution of particular importance for preserving fiscal stability and responsible management of public finances. Therefore, I invite you, appreciating his professional references, experience and integrity, to support this proposal when making decisions in the Parliament of Montenegro," said Milatović.
Television Vijesti announced on May 3 that even three years after the first public competition, the parliamentary Committee on Economy, Finance and Budget still has not elected three members of the Fiscal Council.
