The construction machinery of the "Anchor Company" company, owned by the Slovinić family, was not allowed access to the construction site, where this family from Staromestjan started building a hotel with apartments for the market, despite the decision of the Basic Court in Kotor, which two weeks ago issued a temporary measure ordering the state of Montenegro, the Municipality of Budva, and the municipal company "Parking Servis".
The truck hired by Slovinić was unable to pass the ramp at the "Perla" building in Budva, even though the management of that municipal company was notified to comply with the court decision.
With this, the Slovinićs have practically lost the entire construction season, because starting tomorrow, May 15, a ban on construction work in the first exclusive zone in the tourist metropolis will come into effect. The municipality has blocked their access to the construction site since early October last year, preventing construction workers from passing through.

Namely, on the site of two family houses, about a hundred meters from the Old Town, the Slovinićs have begun construction of a multifunctional facility, which is part hotel and part apartments for the market, the sale of which will finance the construction. The only way to reach the construction site is for the construction team to use a section of the Slovenska Obala promenade, some 50 meters long, which has been prevented for eight months by the local administration, to which they have appealed, as well as all state institutions.
Local resident Goran Slovinić said that today it is clear to everyone that anarchy and mockery of court decisions are taking place in Budva, and that the President of the Municipality of Budva Nikola Jovanović and the director of "Parking Service" Dragana Pima are placing themselves above the laws of this country and are being suspended.
He called on the Supreme State Prosecutor Milorad Marković to intervene and ensure that the laws are respected in Budva.
"Today, we still couldn't get to our construction site by truck despite the Kotor court's ruling. The ramp has not been raised, even though I sent messages to the private phone of the director of Pima, where I am, again informing her that 'Parking Service' is obliged to allow us passage by court decision. I would like to ask the President of Montenegro Jakov MIlatović, Prime Minister Milojko Spajić, and the Speaker of the Parliament Andrija Mandić whether the Mayor of the Municipality Jovanović and the director of Pima are above the laws of this country. I am also specifically asking this question to the Supreme State Prosecutor Milorad Marković," Slovinić emphasized.
He pointed out that a criminal complaint has been filed with the Kotor State Prosecutor's Office against the director of "Parking Servis", Dragana Pima.
"We are waiting to see how the prosecution will react," Slovinić said.
The Slovinićs have filed the first in a series of compensation claims against the Municipality of Budva, because so far they have suffered damages of two million euros due to the inability to realize the investment.
Slovinić reiterated today that they have all the documentation in order, the permits and building permits issued, and that the Municipality of Budva issued some of those permits.
