The Jovanović - Slovinići conflict continues: Even the court decision in Kotor has not resolved the dispute over the building near the Old Town

The Municipality of Budva and I personally have not denied anyone access to the construction site, said the President of the Municipality of Budva, Nikola Jovanović, responding to the opposition's accusations that the local administration is violating the law and court decisions and has not allowed the Slovinić family from Staromestjan to approach the construction site near the Old Town with a construction operative for months, for which the citizens of Budva will have to pay millions in compensation.

As a reminder, the Slovinićs have begun construction of a multi-purpose facility, part hotel and part market apartments, on the site of two family houses, about a hundred meters from the Old Town, from the sale of which they are financing the construction. The only way for construction workers to reach the construction site is through a section of the Slovenska Obala promenade, about 50 meters long, which they have been prevented from doing for eight months by the local administration, to which they have appealed, as well as to all state institutions.

The Basic Court in Kotor issued a temporary measure at the end of April allowing access to construction machinery, but the Municipality and Parking Service did not comply.

"I didn't deny anyone passage"

"I did not deny anyone access to the construction site, I provided it. It's just that here we need to speak in the language of facts, paperwork and technical-project documentation and behave accordingly. As for the Slovinić case, let them show where their traffic permit was signed, let them show the project, let them show the road in accordance with the 'Budva Center' DUP, where they were granted access to the site and the garages they need to build. Let someone tell me I'm wrong," Jovanović pointed out.

According to him, the Municipality of Budva and he personally did not prevent anyone, but rather enabled passage through the issuance of a traffic permit in accordance with the planning document.

"If you are building a building that has a traffic access on the west side and if a garage is planned there, it is normal that you cannot access the construction site through the public area. That is illegal and that will not happen. Everything that the Municipality of Budva does is done in accordance with the law and procedure, and no political-mafia, criminal pressure will sway us to do things differently, to be attacked again tomorrow or to succumb to pressure. That is ridiculous, that is pathetic. I do not look at whether the party in the proceedings is a member of an organized criminal group, and even if he is, but whether the request is well-founded and in accordance with the procedure and planning document. We act accordingly," Jovanović emphasized.

Members of the Slovinić family, Đorđina and her sons Goran and Vedran, told Jovanović to respect the law and court decisions, and to hide his own bad intentions and responsibility with fabrications.

"By uttering notorious untruths and false self-confidence, the Mayor of Budva Municipality Nikola Jovanović is trying to present himself to the citizens as someone who is upright and who works according to the law. He would like to cover up the illegalities he has implemented with noise. He does not respect the court's decision, he is loud in order to cover up the crime and the damage that Budva will pay for his arrogance. All this will not save him from criminal prosecution when Budva has to pay damages exceeding two million euros. We were building the facility a year and a half before the deliberate obstruction, we have all the permits, we paid everything we were legally obligated to, and the only road to the construction site is the same one we used before. There is no other, which was determined by the court's decision on the interim measure," the Slovinićs pointed out.

“Jovanović mocks the state and the court”

Just for the sake of the citizens of Budva, as they emphasize, the law states that the Municipality is obliged to provide a road, water, and sewerage to the property once the utilities are paid.

"And we paid them 1.200.000 euros. We received none of that, not even the right to use the only existing road, which everyone uses. Jovanović mocks the state and the court because he does not respect the law and court decisions, and deceives citizens with empty stories devoid of truth. It is incredible that none of the state bodies react. Every citizen of Budva knows that we do not have a road according to the DUP because it does not actually exist on the ground. The citizens of Budva do not accept empty stories and platitudes that the Mayor of the Municipality resorts to in the absence of arguments. The Court in Kotor confirmed that we were right about everything we said by adopting a temporary measure ordering the Municipality of Budva and the Parking Service to immediately open the ramp and allow us to pass," the Slovinićs pointed out.

They called on the Supreme State Prosecutor Milorad Marković to urgently prosecute Dragana Pima, the director of Parking Service, against whom they filed a criminal complaint with the Basic State Prosecutor's Office in Kotor on May 7th.

"Pima refused to act on the court verdict. The State Prosecutor's Office should ex officio prosecute Nikola Jovanović, the president of the Municipality of Budva, for the same criminal offense of disrespecting the court decision. Jovanović, unlike you, our family is telling the truth, so we ask you to answer us: Why are you silent as if you were drowned? Explain to us and the citizens of Budva why you are not respecting the court verdict? We will answer you: because of malice and hatred towards our family, and also for other reasons that we will now inform the public about. We ask you whether you met with the investor who is accused of tax evasion and agreed with him a strategy to block construction for those who have an interest in our construction being blocked. The time will come when you will have to answer and at some point you will end up in prison, both you and all your accomplices in this criminal, premeditated act for causing damage to our family, but also to the citizens of the Municipality of Budva, in the amount of several million," concluded the Slovinićs.
